Content

2020: Process automation town-planning deyatelnost

In April, 2020 it became known that the Administration of Rostov-on-Don automated processes of town-planning activity.

Automated information system of ensuring town-planning activity (ISOGD) with modules SIEIs and integration with Rosreestr allowed to configure and automate practically all work of Department of Architecture and Urban Planning (DAIG) of the city of Rostov-on-Don.

The solution combines document flow based on Docsvision, tools for accounting of all types of data on town-planning activity, interactive maps of the area. A system is called "Farvater-ISOGD", her developers – Internet-Frigate company. Along with optimization of internal processes, "Farvater-ISOGD" allowed to render directly municipal services to the population – issue of permissions, approval of projects, providing town-planning plans, etc.

Prerequisites

Requirements of the legislation of the Russian Federation which assume in DAIG of Rostov-on-Don existence of a single information platform for automation of acceptance of operational and strategic decisions, with connection to SIEI for exchange of data on different requests were the cause to think of implementation. The Order of the Government of the Russian Federation of 9/9/2006 No. 363 is said about it in such regulations as Federal law No. 191-FZ, Provision of Chapter 7 of the Town-planning code of the Russian Federation of 12/29/2004.

It was necessary to optimize processes of structuring and maintaining credentials, statistical data and geoinformation. The staff of departments of Department acted as the project orderer, the analytical command of Internet-Frigate IT company which is a certified partner of Docsvision was engaged in implementation.

Project Progress

During the project based on the Russian Docsvision platform the implementing solution "Farvater-ISOGD" which provided the solution of all above-mentioned problems of automation was carried out. As a result of systematic development of "Farvater-ISOGD" in a product there was also an Automation system of provision of services and execution of functions (SAPS) which allowed to configure and automate all organization of work of Department.

"Farvater-ISOGD" it is implemented as the automation system of the organization, but in it all nuances for integration with the similar systems are in addition considered. Integration with the GISOD system of other Department - the Department of the Property and Land Relations (DPLR) of the city of Rostov-on-Don can be an example. Taking into account synchronization of data and the configured areas of responsibility for information, employees operate with information of two Departments at once, working as everyone in the system that allows to accumulate, systematize and analyze accounting and geo-information by the property and land relations of the city.

Integration:

  • Integration are configured with the register information and analytical system (RIAS), with the Uniform integrated geographic information system (GEOIS), with the Municipal system of interdepartmental electronic interaction of City administration of Rostov-on-Don (MSMEV) - for integration with other divisions of City administration of Rostov-on-Don.
  • The information system of automation of functional divisions and bodies of City administration (ISA) allows to be integrated with EPGU, FOIV, divisions of City administration of Rostov-on-Don, and a main objective of this integration - obtaining requests for rendering services and execution of functions in electronic form and providing results on these requests.
  • The subsystem of providing up-to-date information regarding town-planning activity on the official portal of City Council and City administration (ISOGD geoportal) serves for unloading on the geoportal of public cartographic and semantic information. Now a part of information in a public access also does not require the direct appeal to Department (for example, information on presence of permission to constructions).
  • Integration with FTS and Rosreestr using the federal system of interdepartmental electronic interaction (SIEI) for information requests from Rosreestr and FTS with the help SIEI is implemented. Integration with the system of the Federal Information Address System (FIAS) allows to use a uniform address database of the Russian Federation.

Results of use of a system

According to the results of automation time of provision of services and execution of functions by Department was reduced, due to existence of templates in a system documents on services form quicker. Quicker graphic materials and their descriptions prepare. The database in a single system with tools for the analysis and development planning of a city architecture and the property and land sphere forms.

The most part of requests of Department (in Rosreestr, FTS, the resource organizations) forms in a semi-automatic mode and in electronic form now that saves time. Some processes of Department were parallelized on departments within SAPU that also saves time for rendering services and providing data. Essential costs for paper are in passing optimized.

The remote division of Department is connected to "Farvater-ISOGD", the legal service of City administration and the deputy head of construction is far off connected.
