2014

Shevchenko headed the board of Ukrgazbank, the fourth largest bank in Ukraine, in May 2015. And before that, since December 2014, he served as the head of the bank.

2020: Appointment as Head of the National Bank of Ukraine

On July 16, 2020, it became known about the appointment of Kirill Shevchenko as head of the National Bank of Ukraine (NBU). The candidacy of the chairman of the board of Ukrgazbank was proposed by the president of the country Volodymyr Zelensky. The Verkhovna Rada supported the proposal by a majority of votes (332 deputies with the necessary 226 votes) at a plenary session.

After the resignation of Yakov Smoliy from the post of head of the National Bank, Zelensky did not name candidates for his place. On the eve of the proposal to the Rada, he held talks with IMF Managing Director Kristalina Georgieva. After negotiations with the President of Ukraine, Georgieva published a statement in which she called on Zelensky "to preserve the independence of the National Bank."

Shevchenko said that the Ukrainian National Bank has become an independent Central Bank. International partners have helped him in this for the past six years. Now the regulator ensures the macroeconomic stability of the banking system and the economy of Ukraine.

First, of course, I support the NBU's policy aimed at ensuring the macro-financial stability of the banking system... Secondly, the NBU will continue measures to strengthen the financial stability of banks in the future. Among them, it is necessary to strengthen work with the share of problem loans in the banking system, which today is 48%, - said Kirill Shevchenko.

Shevchenko has 20 years of experience in the banking sector. According to the National Bank of Ukraine, Shevchenko owns 0.000072% of Ukrgazbank's shares. The state represented by the Ministry of Finance owns 94.9409% of the shares of the financial institution. At the beginning of 2020, Shevchenko's powers as head of Ukrgazbank were extended for five years.[1]

2022

Dismissal due to health problems

The head of the National Bank of Ukraine Kirill Shevchenko quit due to health problems. He announced this on his pages in social networks on October 4, 2022. Information about the resignation is also published on the regulator's website.

According to him, the National Bank in difficult times managed to ensure the uninterrupted operation of the financial system, prevent panic in the foreign exchange market, stop a large-scale outflow of capital in order to protect reserves, keep inflation at an adequate level and "substitute a shoulder for the state budget, understanding the difficulties with attracting funds."

The reason for the departure became known to the publication "Страна.ua." According to his source, Shevchenko's relations with the head of the office, Andrei Yermak, deteriorated. He does not like the growth of inflation and the devaluation of the hryvnia, which "devalues the savings of Ukrainians."

At the same time, Zelensky wants the NBU to print the hryvnia, helping to fill the state budget with emissions, and do not see contradictions in the two tasks. At first, there were only disputes on this topic, after which everything turned into conflicts, - adds the source of the publication.

It is noted that Shevchenko also had health problems, and he seeks to leave office "peacefully." The main candidates for replacing Shevchenko are the Ambassador of Ukraine to the United States Oksana Markarova and the ex-head of Oschadbank Andriy Pyshny.

Until the adoption of the relevant decisions by the Verkhovna Rada of Ukraine on the dismissal and appointment of a new head of the National Bank, the NBU board will continue to fulfill its functions and manage the activities of the National Bank in its current composition, the report says.[2]

Charge of embezzlement of funds in Ukrgazbank

The specialized anti-corruption prosecutor's office charged the head of the National Bank of Ukraine Kirill Shevchenko in the case of embezzlement of funds in Ukrgazbank. The department wrote about this on its Facebook page (owned by the Meta corporation, which is recognized as extremist in the Russian Federation and banned) on October 6, 2022.

To date, five main defendants in this crime have been charged in the indicated criminal proceedings, including the current chairman of the National Bank of Ukraine, the prosecutor's office said in a statement.

According to the investigation, the management of Ukrgazbank used information about banking contracts concluded with large customers. In the period from 2014 to 2019, the bank signed fictitious agreements with individuals and legal entities who allegedly attracted these large customers there, being "agents" of the bank.

For such "agency services," the bank illegally paid "remuneration" to these persons every month, the prosecutor's office said. The damage from the actions of the Ukrgazbank leadership in the department was estimated at more than 206 million UAH (almost $5.6 million).

The prosecutor's office clarified that the charges brought against Shevchenko do not relate to the period when he headed the National Bank. The National Anti-Corruption Bureau of Ukraine indicated that the charges were also brought against persons who held the posts of deputy heads, director of the department for work with corporate clients and his deputy in Ukrgazbank.

Where Kirill Shevchenko is by October 6, 2022 is unknown, the National Anti-Corruption Bureau of Ukraine reported. Earlier in October 2022, he announced his resignation from the post of head of the Ukrainian National Bank.[3]

Wanted list on charges of embezzlement of $5.6 million

At the end of October 2022, the Ukrainian authorities put on the wanted list the ex-head of the National Bank Kirill Shevchenko on charges of embezzling $5.6 million.
