In departments of Russian Post in Sverdlovsk region terminals for remote consultations of doctors appeared. The Ministry of Health of the Russian Federation reported about it on September 16, 2020.

Within the second stage of the telemedicine project of Russian Post in the region patients to whom the medoorganization appointed remote consultation of the doctor can receive it by means of the anti-vandal terminals installed in certain premises.

"Telemedicine by mail": in Sverdlovsk region the second stage of the innovation project started

After the held consultation using telemedicine technologies the patient receives the protocol of consultation printed using the terminal. When carrying out telemedicine consultations on The Doctor — the Patient type all necessary and sufficient measures for information security are observed, assured of the Ministry of Health.

For carrying out telemedicine consultations citizens need to have the confirmed account on state services and authorization in a subsystem "Telemedicine consultations" of the Regional medical information system.

Such form of rendering medical aid first of all will help inhabitants of the remote territories and small localities – they should not leave in large municipality or  the regional center for receiving consultation on analysis results or for repeated acceptance once again, the chief of Medical information and analytical center  Tatyana Trofimova told.

As declared in the Russian Ministry of Health, Sverdlovsk region is the leader in use of telemedicine technologies, and the Russian Federation, the first among regions, which started the project of providing telemedicine consultations in departments of a mail service. The actions entering the national Health care project contribute to the active development of telemedicine technologies in the region, noted in department.^[1]

On July 28, 2020 it became known that mail carriers with tablets will provide remote consultations with doctors in the Russian remote place. The relevant agreement was signed by the Ministry of Health of Sverdlovsk region and Russian Post. The first residents of the Beloyarsk district will be able to use this service.

Within the reached agreement the medical organization will announce post office need of telemedicine consultation to the specific inhabitant. After that the mail carrier will take away from physicians the tablet with the installed telemedicine system and connection to the Internet (in the protected circuit of the Ministry of Health), will deliver the tablet to the patient, will configure it for work and will leave the premises during the consultation. Then the portable device will be returned in the medical organization.

To use service, the patient needs to have the confirmed account on the portal of state services and to be authorized in a subsystem "Telemedicine consultations" of the Regional medical information system (PTK RMIS).  Time of carrying out telemedicine consultation is fixed by the attending physician after primary visit of the medical organization and diagnosis. After the held consultation the patient receives the protocol of telemedicine consultation in a personal account of PTK RMIS.

The medical information and analytical center of Sverdlovsk region assures that when rendering telemedicine consultation all necessary and sufficient measures for information security are observed. By the end of July, 2020 92 medical organizations "a full compliance with requirements of the legislation" are connected to a system on rendering telemedicine consultations on the Doctor Patient and Doctor-doctor type, stated in the Ministry of Health of Sverdlovsk region.^[2]
