2020: Creation of the unified information system of the Tyumen region

ELAR announced on July 29, 2020 creation of the unified information system of the Tyumen region.

The "Regional Digital Archive of the Tyumen Region" system is intended for formation of a common information space, storage and management of electronic documents of information systems of the Tyumen region.

The digital platform is developed by ELAR by request of GKU of the Tyumen region "Center of information technologies of the Tyumen region" within the state program of the region "Informatization development". The solution provides storage and access to electronic documents regardless of working capacity and generation of the operated direct systems. The platform creates a uniform digital ecosystem of the region, integrating all documents and data appearing in industry information systems.

The information system "Regional Digital Archive of the Tyumen Region" was created for long and safe archive document storage in electronic form from the departmental information systems (IS) of the region. The platform is intended to unload third-party ICs and to provide access to documents and data for any interested division regardless of elapsed time, change of direct systems or an output of these ICs from operation, - the Head of the sector of Open Source of department of system administration of GKU TO "The center of information technologies of the Tyumen region" Andrey Chemyakin comments.

The ELAR project for the Tyumen region is special, combining the principle of modularity, - when each service gives a certain functionality, with fault tolerance and implementation of digital technologies by means of the Russian experience.

The architecture is constructed on a domestic linking of servers with processors Elbrus, Postgres DBMS and the Viola operating system with which in interaction the Russian ECM/CSP the Context platform providing the level of the ciphered storage of content, management of digital services and a client part works, - the head of the ESM-direction of ELAR corporation Alexander Kuznetsov comments.

Functionally the solution is divided into a segment of electronic archive, a segment of services for implementation of content management and integration services. So services of integration allow to transfer data from a regional electronic document management system, a medical information system and other systems to uniform electronic archive for the subsequent obtaining the consolidated information by all interested departments and departments of the region.

Implementation of the unified information system "Regional digital archive of the Tyumen region" is intended to become a big step towards transition to processes of a digital state administration and increase in efficiency of interaction of authorities of the region.
