FAS blocked the contract for creation of an IT circuit for FMBA

On November 19, 2020 it became known of blocking by the Federal Antimonopoly Service (FAS) of Russia of the tender for creation of an IT circuit won by the National Center of Informatization (NCI) for FMBA. The conclusion of the government contract is suspended after the complaint of Hatman Group and Unicom companies which did not participate in purchase, but stated that conditions of an auction are registered under a certain supplier, and at the contractor after approvals will remain for works three days.

According to Kommersant, FAS recognized one of complaints partially reasonable and demanded that eliminated with FMBA violations. The source told the edition that the head of FMBA Veronika Skvortsova is concerned by a situation which "threatens implementation of the Health care national project, and so complicated by a pandemic", and is going to address FAS. According to the interlocutor of the newspaper, Hatman Group in two years filed 34 complaints "about purchases, strategically important for the state".

The adviser of AB "Egorov, Puginsky, Afanasyev and Partners" Maria Kobanenko says that in case of identification of FAS of violations in state procurement signing of the contract, as a rule, moves for one-two months during which the customer needs to correct documentation or to carry out new purchase.

Taking into account the fact that, except NCI, other participants in the tender were not, and complaints arrived after determination of the supplier, it is strange that these organizations did not submit the application or did not appeal against action of the customer before the expiration of submission due dates of requests, the partner of Bishenov and Partners bureau Alim Bishenov notes. The CEO "RTS tender" Vladimir Lishenkov added that in 2019 methods of counteraction to such complainants — introduction of a payment for unreasonable complaints depending on the starting price of the contract were FULL FACE discussed, but by November of the 2020th this idea is not implemented.^[1]

The NCI creates for FMBA the IT system for rendering medical aid for 566 million rubles

On November 12, 2020 the Federal Medical Biological Agency (FMBA) which treats athletes and employees of dangerous productions stopped order taking for project implementation on creation of a uniform departmental medical information and analytical system. The starting price of the contract — 566.18 million rubles.

The National Center of Informatization (NCI) entering into Rostec which will be engaged in solution development, transferring organizational processes on electronic Wednesday became the only winner of the tender.

It is about creation of databases of patients, their medical cards, schedules of work of doctors, service for provision of medicines of the medical organizations, remote control systems as ambulances. Service will allow to keep track of load of doctors and bed fund of hospitals. Instructing "not less than 1.5 thousand and no more than 4 thousand" the employees will become the last duty of the contractor. Integration of a system into Uniform State Health Information System is supposed thanks to what patients will be able to receive different state services.

As reported in purchase materials, means of subsidies of the federal budget will become a financing source of works. The NCI should develop and implement the IT system until the end of December, 2020, and during the 2021st the company will render technical support services.

Kommersant notes that FMBA wants to receive such difficult systems, working in 66 subordinated organizations, in very short time. Department explained to the edition that inventory of IT systems was carried out, and in 2020 it is going to complete the first stage of the project including deployment of the modern IT systems in the field of health care based on application of cloud computing.

According to the employee of the large state corporation participating in digitalization of departments probably of software it is already developed, and only its adaptation is required.^[2][3]

Agreement on connection to Uniform State Health Information System

Rostec and Federal Medical Biological Agency signed the agreement on creation of a uniform digital circuit of FMBA of Russia on the basis of the Single state information system in the field of health care (Uniform State Health Information System). The National center of informatization will be engaged in implementation of the project (the NCI, is included into State Corporation Rostec). Rostec reported about it on July 29, 2020.

The signed agreement assumes integration of FMBA into the existing Uniform State Health Information System system and a transfer of the developed and approved domestic solutions and technologies of digital health care.

FMBA is one of key participants of fight against a koronavirusny infection. At the same time the agency is still not included into a uniform digital circuit. Within consolidation of all medical systems, it is necessary to integrate FMBA into Uniform State Health Information System. We have experience of cooperation with the agency within medical support of objects of Corporation. We are going to integrate completely FMBA into Uniform State Health Information System in most short time and also we will support in the future FMBA in development of digital technologies, – the CEO of State Corporation Rostec Sergey Chemezov reported.

FMBA is engaged in medical support of objects of strategic importance, developments and researches in the sector of biological security. With respect thereto the agency needs to be a part of a uniform digital circuit of health care.

The pandemic of COVID-19 showed, the accurate maturity of all processes in the field of health care is how important. Often it is about formation of uniform methodological base and access to the general statistical data at identification of type of a disease and formation of clinical recommendations. With respect thereto after integration of the agency into a uniform digital circuit the efficiency of fight against different diseases will increase, – the head of FMBA of Russia Veronika Skvortsova said.

The child structure of Rostec – the National center of informatization will be engaged in connection of FMBA to Uniform State Health Information System. The NCI has examination in the field of ensuring information exchange of medical information systems of executive authorities and medical organizations. Besides, according to the order of the Government of the Russian Federation of 12/26/2019 No. 3203-r the company is appointed by the only service provider on integration into Uniform State Health Information System.
