Biography

Nikolai Kiselev was born in 1981.

In 2003 he graduated from the Birobidzhan State Pedagogical Institute. From 2008 to 2011, he worked as a business development representative at Oracle's Russian office in Moscow.

After that, for more than three years, until December 2014, he headed the regional state government institution "Operator of Electronic Government Systems of the Khabarovsk Territory." In this position, he ensured the deployment from scratch of a network of multifunctional centers for the provision of state and municipal services on the territory of the Khabarovsk Territory. He also led projects to introduce universal electronic cards and a state legal bureau in the region.

2020: Head of the Agency for Informatization and Communications of the Kamchatka Territory
