"Биорг" together with residents of Tambov digitizes one million civil registrations of area

2020: Course of digitization of civil registrations of area

On August 13, 2020 the Biorg company, the Russian developer of intelligent systems based on neural networks and machine learning, announced accelerated project implementation on digitization of the acts of civil status (ACS) for the Tambov region. Under the terms of the contract "Biorg" transfers to an electronic form 1 million records from 1926 to 1999. The efficiency of project implementation provides the crowdsourcing service of the company integrated into the solution Beorg Smart Vision. Thanks to it 500 residents of the Tambov region take part in digitization of data of the edge and receive at the same time additional earnings. As a result of such approach already for few weeks from the moment of start of the project a quarter of data is digitized that several times there is more volume planned for the first month of work.

Transfer of assembly records to an electronic form is connected with active formation of the Unified state register of civil registrations (EGR ZAGS). In connection therewith more than 500 million records through the whole country at the end of 2020 will be converted into EGR ZAGS which then will form a basis of the federal information register of the main information about the population of the Russian Federation.

Power of Beorg Smart Vision allows to start even geographically distributed federal projects and to work with data bulks, despite their heterogeneity and complexity of interpretation, and the crowdsourcing service which is built in the platform numbering more than 55,000 operators through the whole country allows to verify the illegible handwritten text. Within this project more than 500 residents of Tambov could join an operator pool of "Biorg" and, thanks to technologies on the basis of AI in the field of processing of personnel documentation, within three days officially to find a job. Before works they underwent online training at the Beorg Smart Vision platform (video, the text, real-life communication) and were tested.

Considering that assembly books which part was conducted by hand in the 20th years of the last century are data sources, and they can be in rather shabby status, the Biorg command pays special attention to quality of input. For simplification of work of operators process is built by a pipeline method: some operators enter only fragments with that task which for them is more clear and simpler (date, the address, a surname or other), others verify complete record AGS. It helps to reduce time for retroconverting several times at invariable quality at the level of 99%.

Implementation of the project, so large-scale for our edge, on digitalization with involvement of residents of the region – an important and socially important step as each inhabitant of the region will benefit from it: bodies of ZAGS of the Tambov region will be able significantly to optimize the work, and citizens – most quickly to receive answers to addresses, – the head of department of ZAGS of the Tambov region Olga Gorokhova comments on news.

We are very grateful to administration of the Tambov region for the help in start of the project, we expect its early end and we hope for cooperation development. We established harmonious cooperation both with the ZAGS local offices and administration of the region, and with its inhabitants who became interested in the project and began to work through our crowdsourcing platform. This platform traditionally gives the chance to work from the house that is especially relevant in connection with COVID-19 pandemic, and to raise income to the most unprotected segments of the population: to disabled people, mothers be on maternity vacation, to pensioners.
