The equipment of 30 polling precincts of Moscow means for digital vote

On September 13, 2020 in the uniform voting day the Avtomatika Concern of State Corporation Rostec equipped with complexes of technical means for digital vote of 30 polling precincts in Moscow. The solution developed by Concern allowed the residents of the subjects of the Russian Federation who are in Moscow to take part in the elections which are taking place in their regions. The Concern reported about it on September 16, 2020. The vice-chairman of Central Election Commission (Russian CEC) Nikolay Bulayev highly appreciated the organization of work of digital polling precincts and noted that in 2020 the demand of this type of vote considerably increased.

According to the Federal law of May 23, 2020 No. 151-FZ the decision on prolongation for 2020 of an experiment on vote on digital polling precincts on a by-election of deputies of the State Duma of Federal Assembly of the Russian Federation of the seventh convocation and elections to public authorities of the subjects of the Russian Federation was made.

The Avtomatika concern signed the public contract about Russian CEC on execution of works, necessary for carrying out an experiment on vote on digital polling precincts in Moscow on September 13, 2020.

The concern provided training of representatives of the CEC, the precinct election commissions (PEC), the territorial election commissions (TEC) in work with complexes. At each polling precinct there was a service engineer from Avtomatika Concern which provided technical support of carrying out vote. In addition the Concern ensured functioning of a hotline and operational staff on a case of emergence of addresses. Complexes for electronic vote fulfilled in the normal mode, all voices were considered and transferred to Elections state automated system.

In total in 2020 on elections using digital polling precincts 3 thousand people voted that it is twice more in comparison with 2019.

The experiment on vote on digital polling precincts took place on September 13, 2020 successfully. We are producer and integrator of the solutions directed to digitalization of electoral process in Russia. Developments of Avtomatika Concern allow not only to automate process of acceptance and counting of votes, but also to avoid the risks including connected with cyber crime and penetration of malefactors on the polling precinct, – the CEO of Concern Vladimir Kabanov said.

The complex of technical means for the digital polling precinct of Avtomatika Concern allows to hold elections of all levels – municipal, regional, federal. It conducts the automated counting of votes, fixes results of vote and creates the report with data on vote. Development of Concern is distinguished by the high level of protection against external interferences.

Equipment procurement for an experiment on vote on digital polling precincts in Moscow

On August 21, 2020 it became known of the contract which was signed by the Central Election Commission (CEC) of Russia and Avtomatika concern. Under the terms of the agreement, "subsidiary" of Rostec will supply the equipment for carrying out an experiment on vote on digital polling precincts in Moscow. The financial component of the agreement does not reveal.

It is about so-called complexes of technical means for equipment of digital polling precincts (KTS TsU) which will allow the inhabitants of subjects of Russia who are in Moscow to take part in the elections which are taking place in their regions.

KTS TsU consists of terminals for vote, the terminal of the exercise machine, modifiers of the code, the network controller, the automated workplace, the printer and the supply line filter. The platform of the terminal is built on programmable 32-bit microcontrollers of STM32F7 series. Their programming is performed at the time of assembly of the device that, according to developers, excludes intervention in a system on the polling precinct.

The CEC buys the equipment for digital polling precincts

The complex provides the automated counting of votes, provides information on a voting process, fixes results of vote and creates the final protocol on the polling precinct. KTS TsU is completely autonomous and isolated thanks to what it has high degree of protection, declared in Automatic equipment.

It is noted that the new equipment can be used for simultaneous elections of all levels – municipal, regional, federal.

On digital sections in Moscow voters will be able to vote on a by-election of deputies of the State Duma on single-candidate constituencies, elections of management officials of the subjects of the Russian Federation and deputies of legislative (representative) public authorities of the subjects of the Russian Federation, being outside the region.

For this purpose it is necessary to have registration at the place of residence within the single-candidate constituency where there takes place vote on a by-election of deputies of the State Duma, or in the territory of the subject of Russia where there take place elections of the management official or deputies of legislature of the government. Also it will be necessary to submit the application for inclusion in the electoral register on the digital polling precinct.
