Idea of new digital business emerged in Rosatom

The industry logistic operator Rusaty Cargo, the enterprise of Rosatom state corporation, studies the idea of new business – creation based on the organization of the international digital platform of logistics service. It follows from documentation to open request for proposals from the companies which could offer consulting services for assessment of prospects of this direction. The request was published on the official portal of state procurements on August 31, 2020[1].

Rusaty Cargo is the new company in structure of Rosatom. It was created in 2019 within diversification and development of the new directions of business of state corporation. In addition to delivery of large-size loads to the NPPs which are under construction abroad, based on this company the organization and development of the international transit sea cargo transportation for the created thoroughfare of the Northern sea transit corridor is also conducted.

Within project implementation "The northern sea transit corridor" Rusaty Cargo is going to create the complex logistic offer on transit of container loads through the Northern Sea Route - the shortest sea way between northern Europe and east Asia.

In documentation to request for proposals from consultants premises of emergence of the idea of the new digital business direction are specified. There it is said that logistics service for the Euroasian and international barter will be performed in the conditions of digitalization Russian and world economy. With development of technologies the large number of opportunities and sources of competitive advantages forms behind a traditional framework of business, and these opportunities integrate in a set of new ecosystems.

Rusaty Cargo carries out the assessment of prospects of development of the additional direction of business based on the organization of the international digital platform of logistics service and possible other services connected with the Euroasian and international barter and allowing to create a competitive ecosystem of business, said in technical specifications.

In the document examples of potential services which the company could render based on the digital platform are not given. Did not give their TAdviser and in Rosatom.

The contractor should conduct a research and to create a business concept of digital service. In documentation it is said that focus of a research is determination of the most perspective option of business organization and monetization of services based on the international platform of digital services.

The maximum price which Rusaty Cargo is ready to be paid for consulting services is 49.5 million rubles. The works schedule is going to be approved after signing of the contract. The results of request for proposals should be summed up on October 9, 2020.

Services need to be rendered in four stages, follows from technical specifications. Within the last stage the description of the main business concept of the organization of service with the level of the accuracy of +/-30% is planned. In it project parameters, detailing of functional requirements, requirements to the key architectural principles, the description and partial visualization of a prototype of the platform of digital services should be determined.

It should be noted that the logistics belongs to the most digitized industries in Russia and in the world and that large logistic operators, as a rule, have digital platforms with different functionality. There is also the state project on creation of logistics services based on a single digital platform: so, Ministry of Transport works on creation of a single digital platform of a transport complex. It is expected that it will represent the unified environment of information support of transport and logistic processes which can be used at the organization of transportation of goods.
