The Ministry of Transport is going to create the concept of a digital transport platform in two weeks

On November 7, 2018 the Ministry of Transport of the Russian Federation announced competition on development of the concept of creation of the digital platform of a transport complex of the Russian Federation (TsPTK). Department estimated project works at 70 million rubles.^[1]

Project objective is development of conceptual bases of a digital transport platform as component of digital economy of the Russian Federation. The contractor of the contract should carry out domain analysis, to define the most rational options of approach to solution, to develop provisional solutions.

In particular, domestic and world experience of creation and practical application should be analyzed during transport and logistic activity of the state and commercial information systems, electronic services.

The organizational functional diagram of the digital platform of a transport complex should be developed. At the same time, within its preparation it is necessary to develop offers on the organization of information and technical interaction with adjacent information systems of Ministry of Transport, including the system of regulation on transport (an ACS of shopping mall), the Single state information system of ensuring transport security (EGIS OTB), the State Automated Information System (SAIS) of "ERA-GLONASS", the Platon System of Collection of a Payment (SCP).

At project development of the concept of TsPTK possible pilot projects on implementation of elements of the platform and digital services for their working off should be offered. The model of the platform should be developed and deployed in infrastructure of the contractor or customer. On the basis of this model it will be necessary to show separate schemes of implementation of digital business processes of transport and logistic activity.

Results of the performed works will be used within strategic and operational management of a transport complex of the country, formation of architectural and infrastructure bases of digital space of a transport complex, strategic management in the allied economic industries.

Bids are accepted till November 28. Summing up is planned for November 29. At the same time the winner will have to satisfy all terms of the contract till December 14, 2018, i.e. in two weeks.

The partner of NAFKO-konsultanty law company Pavel Ikkert reported RBC^[2]that project development of such level as the concept of TsPTK, cannot occupy so short period. It is quite possible that all or most part of work on this concept was already done, he assumes. But even in this case it is impossible to pay services of the organization which carried out this work, without carrying out tender, the expert specified. The representative of Ministry of Transport refused to comment to the edition why to execute this project it is necessary to execute in such short time.

Within the Digital Economy program Ministry of Transport is going to start service-based TsPTK of Platon and the Russian Railway by the end of 2019. It in February, 2018 was said by Evgeny Dietrich who at that time held a post of the first Deputy Minister of Transport, and since May headed this department. By its estimates, investments on implementation of all program till 2022 can make about 450 billion rubles. The CEO of RTITS Anton Zamkov then specified that fully a system will begin to function in 2022, and total cost reduction and standardization of transport and logistic solutions on one platform should become its main objective.

In May, 2018 the largest transport companies, including the Russian Railway, Avtodor, Aeroflot and RTITS, signed the agreement on creation of "Digital Transport and Logistics" association which should be engaged in creation of TsPTK. At the beginning of October the Deputy CEO of Federal State Unitary Enterprise ProtectionInfoTrans (integrator of the transport market in information technology field and transport security) Victor Parakhin said that TsPTK will collect in itself all data on activity of participants and infrastructure and also will provide quality control of transport services.
