The Unified Information Resource on Land and Real Estate (EIR) is the Rosreestr system, which will contain a variety of information that allows interested persons to receive comprehensive information about a certain territory, including for the construction or provision of a land plot.

The resource will combine the information systems of 11 federal executive bodies and will provide the opportunity to obtain land.

The land and real estate resource will combine information contained in information resources, the operators of which are various federal executive authorities, including information contained in the Unified State Register of Real Estate (USRN). Thus, those information about real estate that is contained in the USRN as property law objects will be displayed in the EIR, the Rosreestr explains.

Speaking about the parameters of land plots and real estate that will be contained in the resource, the department notes that at the stage of the experiment it will be a set of information from the so-called basic information resources:

After that, it is expected that the register will contain a set of information that allows interested persons to receive comprehensive information about a certain territory, including for the construction or provision of land. The resource will be integrated with the Unified Identification and Authentication System in the infrastructure of the electronic government of the Russian Federation (ESIA), registration will also go through this portal.

2021

Integration of space imagery into a single land and real estate resource

The integration of the Federal Foundation for Remote Earth Sensing Data from Space (FFD DZZ) with departmental and regional information systems of the Republic of Tatarstan, Irkutsk Region, Krasnodar and Perm Territories was completed by specialists of the Russian Space Systems holding (RKS, part of the Roscosmos State Corporation). This was announced on November 9, 2021 by the company "Russian Space Systems." Satellite images from the fund with a total area of ​ ​ 67 thousand square meters. km became the basis of the prototype of the Unified Information Resource (EIR) on land and real estate, developed by Rosreestr. The information ecosystem created by Roskosmos and federal ministries and departments will increase the efficiency of managing the land and property complex of Russian subjects.

The fund's materials are available to individuals, legal entities authorities and through the intuitive interface of the Roscosmos geoportal. In your personal account, you can choose different levels of geospatial image processing domestic satellites from remote sensing of the Earth, order and receive them.

The unified information resource on land and real estate is the Rosreestr digital system, designed to increase the transparency and efficiency of land management and involve unused objects in economic circulation, as well as provide citizens and organizations with complete information about land plots, opportunities and restrictions on their use. The resource will unite the information systems of 11 federal executive bodies. According to the government's decree, the experiment to create an EIR takes place in the Krasnodar and Perm Territories, the Irkutsk Region and the Republic of Tatarstan.

The Federal Fund for Data of the DZZ, created in accordance with the Federal Law of  March 7, 2018 No. 46-FZ "On Amendments to the Law of the Russian Federation" On Space Activities, "becomes a popular digital tool of government, business and citizens. Further development of the fund in the direction of integration with other Russian information resources will allow expanding the range of digital services provided, increasing the range of potential users and accelerating the introduction of space products and services in various sectors of the domestic economy.

Rosreestr presented a single information resource on land and real estate for four pilot regions

In early September 2021, Rosreestr presented a single resource on land and real estate for four pilot regions. It will allow citizens, the state and business to receive the most complete information about a certain territory, including for the construction of housing and the provision of land, as well as to involve unused objects in economic circulation.

Within the framework of the geoportal, data from the 21st system, which contains information about land and real estate, are consolidated. These data contain 86 basic layers, in fact, this is a digital profile of a real estate object, explained the head of the department Oleg Skufinsky.

According to him, by the end of 2021 the results of the experiment will be summed up, and in 2022 it is planned to extend the experience to other subjects of the Russian Federation.

According to TASS, by the beginning of September 2021, an experiment to create a single information resource on land and real estate is taking place in Tatarstan, the Irkutsk region, Perm and Krasnodar territories. A single information resource will combine information from state information systems, for example, the Ministry of Economic Development, the Ministry of Natural Resources, the Ministry of Agriculture, the Ministry of Culture, Rosreestr, the Federal Tax Service, the Federal Property Management Agency, Rosleskhoz, Rosnedr, Rosvodresurs, the state corporation Roscosmos and regional information systems. In addition, on the basis of the resource, the services "Land for construction," "Land is simple," "Analysis of the state and use of land" are created, which will help online select the appropriate land plot, register ownership of it and analyze the state and use of land. Oleg Skufinsky in early September 2021 said that Rosreestr is testing prototypes of these services, including Earth for Construction[1]

Mishustin launched the creation of a single resource on land and real estate

On January 11, 2021, the head of the Government of the RFMihail Mishustin at a meeting with deputy prime ministers announced the launch of an experiment to create a single information resource for land and real estate data.

According to Mishustin, this initiative will help create a digital platform for interdepartmental information interaction, help increase transparency and efficiency of land management and involve unused objects in economic circulation, as well as provide citizens and organizations with complete information about land plots, opportunities and restrictions on their use.

The Prime Minister emphasized that by January 2021, information about forest plots, water bodies, agricultural land, land and real estate is stored in more than ten different information systems.

Mikhail Mishustin launched the development of a single resource on land and real estate

According to a government decree, the experiment to create a Unified Information Resource on Land and Real Estate will be held from January 1 to December 31, 2021 in the Krasnodar and Perm Territories, the Irkutsk Region and the Republic of Tatarstan.

The document says that the basic data for creating the Unified Information Resource on Land and Real Estate are the data of the unified electronic cartographic base, the federal spatial data fund, the Unified State Real Estate Register, the state cadastral assessment data fund, the federal remote sensing data fund from space and the state address register.

The experiment involves the Ministry of Economic Development, the Ministry of Construction, the Ministry of Natural Resources, the Ministry of Agriculture, the Ministry of Culture, the Federal Tax Service, the Federal Agency for Subsoil Management, the Federal Agency for Forestry, the Federal Agency for Water Resources and Roscosmos[2]

In Russia, it will be possible to get land and information about them online

September 3, 2020 in Rosreestr told TAdviser about their services will consist of a single information resource on land and real estate (EIR). By the end of 2021, its first service, Earth Simple, will be created, which will allow you to get land online. Another resource service will be called "Land for Construction" and provide information useful for developers, individuals and owners of individual housing buildings, but Rosreestr does not specify the term for creating this service.

As of September 3, the draft government decree on the experiment with the resource is at the stage of public discussion. By the end of 2021, the resource will be launched in test mode on the territory of three pilot regions: the Irkutsk region, Krasnodar and Perm territories. In 2022-2024, the resource is planned to be replicated in other regions as they are ready.

At the same time, Rosreestr has not yet begun creating a resource, including its services. It will be launched after the approval of the resolution. While Rosreestr "on its own" is finalizing the current public cadastral map. It is planned to place land in it, which is inefficiently used and can be involved in turnover. Later, when the resource begins to be created, this information from the map will be included in it.

The amount of funds that will be allocated for the creation of the resource, Rosreestr has not yet announced. The agency only notes that they will be allocated from the federal budget.

The exact options and service sets of the resource are also not yet known and will be clarified by the department only at the design stage. However, Rosreestr is already confident that in the form in which it is planned to create a resource, it will not have foreign analogues.

So far, information on land and real estate is contained in 10 main information resources, including the unified state register of real estate, the state cadastral assessment of land, the state information system for maintaining a single electronic cartographic basis.

Fragmentation of information leads to the fact that land and real estate objects are used inefficiently, and data on empty lands that could be involved in economic turnover are limited. At the same time, collecting and repeatedly entering the same data in different resources leads to inefficient spending of budget funds. In such a situation, risks also arise when making management decisions, including the implementation of investment and social projects. In addition, digital services are currently not widespread enough, - noted in Rosrestra.

Director for Digital Public Administration of the Digital Economy organization Kirill Emelyanov is convinced that a single digital resource, including cadastral, cartographic and USRN data, will accelerate interdepartmental document flow, and citizens and business companies will significantly increase the convenience and speed of procedures for obtaining, processing and transferring the necessary information at all stages of work on land and real estate issues.

It should be noted that in February 2020, by a decree of the government, Rosreestr was entrusted with the functions of developing state policy and regulatory regulation of land relations. Previously, the Ministry of Economic Development had these powers.

Rosreestr will combine information about the land in one resource

At the beginning of May the Federal Registration Service issued for public discussion the Government decree on start since June 1 in three regions - the Irkutsk region, the Krasnodar and Perm regions - the pilot project on accounting of the earth and the real estate on the uniform platform - "A uniform information resource about the earth and the real estate"[3].

According to Rosreestr, an experiment in three regions will test approaches and technologies. It will last until the end of 2020, after which the Ministry of Communications and Rosreestr responsible for it will report to the government. From 2021, the experiment will have to begin to expand and by 2024 cover all regions.

The expected result is an increase in land and real estate management and an increase in tax revenues. With a successful launch, the effect may be wider: a new registry can help launch a stalling land reform. However, as recognized in Rosreestr, in anticipation of the start of the experiment, its financing has not yet been agreed.

Data on land and real estate are contained in ten federal InformSystems, including the Ministry of Agriculture, Rosreestr, the Federal Property Management Agency, etc., and regional systems for ensuring urban planning activities. Inconsistency of data leads to low efficiency in the use of land and real estate, officials say in an explanatory note. Rosreestr expects that a single accounting will save budget expenditures to maintain the work of disparate systems and increase income from property taxes and fees due to the involvement of unused objects in the turnover.

Digitalization of accounting is also designed to simplify the provision of public services related to land and real estate to the population and business.
