2022: Russian Remote Sensing Data Application Plan

Russian data from remote sensing of the Earth (DZZ) will become one of the main components of the unified information resource on land and real estate, which is created by the Federal Service for State Registration, Cadastre and Cartography (Rosreestr) with the participation of the Russian Space Systems holding, which announced this on July 6, 2022.

The resource on land and real estate will combine information contained in other information systems operated by various federal executive bodies. It will also include information contained in the Unified State Register of Real Estate (USRN). It is planned that space images obtained from Russian spacecraft will become the basis of this resource, created to search for up-to-date information about land and real estate, increase the efficiency of management decisions, and ensure the completeness and accuracy of data.

The quality level of the Russian data of the FAR and the technologies developed in the RKS for automatic streaming of data make it possible to appear in Russia high-precision tools for creating and monitoring topographic maps, plans and geo-information resources for various purposes. The role of the State Corporation "Roscosmos" in the project as a supplier of current space information is to integrate the Unified Territorial-Distributed Information System (ETRIS) and the Unified Complex of Automated Software and Hardware Tools for the Formation and Maintenance of a Bank of Basic Products for Interdepartmental Use. The platform is planned to be associated with a complex of industry information services developed by Roscosmos under the Digital Earth project to solve monitoring problems.

In 2021 alone, the RKS, in the interests of Rosreestr, provided from current archives and conducted surveys satellites of areas with a total area of ​ ​ 1.6 million square kilometers. Another important area in the field of establishing interdepartmental interaction is the integration of the Digital Earth platform of the Roscosmos State Corporation with the current high-precision data of Rosreestr. The combination of the two information systems will provide a different level of quality of automatic analytics in the complex of industry information services developed by the subsidiary of RKS - TERRA TECH JSC.

The geoservice complex uses artificial intelligence technologies to automatically obtain thematic layers from space images. Automated decryption of the data of the FAR allows you to obtain information about the overgrowth of agricultural land, identify signs of various economic activities on the allocated land plots, including violations of their borders, determine changes in various infrastructure facilities, etc. All this information is as informative and objective as possible when combined with the data of state registers.

2020: Creation of a single land and real estate database "The land is simple"

On September 21, 2020, the Federal Service for State Registration, Cadastre and Cartography (Rosreestr) announced the creation of a unified database of land and real estate, which are still scattered across various sources. The new project of the department was announced by its head Oleg Skufinsky at a meeting with President RFVladimir Putin.

According to Skufinsky, Rosreestr collected information about almost all land plots of Russia suitable for construction, and transferred the data to the Ministry of Construction and Дом.РФ for involvement in circulation. We are talking about 5560 additional plots on an area of ​ ​ more than 107,000 hectares, where housing can be built, ‒ first of all, as part of government projects on preferential and Far Eastern mortgages.

Oleg Skufinsky: Rosreestr creates a single database on land and real estate - "Land is simple"

Skufinsky said that in 2021 Rosreestr plans to conduct a pilot project in four regions to create a single resource of land and real estate, which will be called "The Land is Simple." The service will allow you to integrate information about land plots located in various databases. Thanks to this database, a person or an interested investor will be able to very quickly, barrier-free receive land almost online, Skufinsky noted.

Rosreestr believes that the disparity of data leads to low efficiency in the use of land and real estate, and the introduction of a unified system will increase the quality of land and real estate management, as well as contribute to an increase in tax revenues.

The Federal Tax Service indicated that in some cases it is impossible to determine the tax base, since the category of land is not indicated, etc., and the municipalities responsible for categorization are limited in resources and personnel. The Ministry of Agriculture also proposed targeted initiatives to involve agricultural land in circulation - we are talking about the seizure of unused land from owners and a multiple increase in land tax for violators of land use rules, but the government did not support the idea.[1]
