Sevastopol ordered the IT system on fight against protests for 44 million rubles

On September 23, 2020 it became known that Sevastopol ordered the IT system of monitoring of vital signs of the region almost for 44 million rubles. In particular, the solution should help studying of economic indicators and the ratings of the power and also predicting of the social and political conflicts and protests.

According to Novaya Gazeta with reference to data of the Unified information system in the field of purchases, technology is developed for the Situational center of the governor of Sevastopol. At the same time financing of the system created by request of Finance department of Sevastopol is performed by the Government of Moscow. Cost the contract is 43.5 million rubles.

Will provide to the winner of competition of the power access to archives and online services of video surveillance of all city, electronic document management and also to "the electronic budget" of the country, service of statistics and to a number of the closed electronic bases of regional and federal agencies that will allow to carry out quickly complex estimates of events taking into account different regional and federal sources of information within one system.

A system will collect data and to process target indicators in 43 directions, including such socially important the directions as social and economic and social and political spheres, and 15 indicators designated in the decree of the president of April 25, 2019 No. 193 'About efficiency evaluation of activity of management officials of territorial subjects of the Russian Federation and activity of executive authorities of territorial subjects of the Russian Federation.

A ready system should observe, study and predict the sociocultural, labor, ethno-confessional and socio-political disputes and protests. Also analytical system should allow to control religious, public and political associations. Besides, a system and archives of video surveillance of all region will be available to employees of the Situational center.

At the same time the source of Novaya Gazeta does not exclude an opportunity that in the Situational center the same analysts can work that worked in the campaign headquarters of the local governor Mikhail Razvozhayev.

According to the edition, the Finance department of Sevastopol announced competition on execution of works on creation of an information and analytical system for the Situational center of the governor of Sevastopol the second time. Why the contract was not executed within the initial tender, is not specified. Its financial component is also unknown.^[1][2]
