The budget of Moscow because of COVID-19 missed 218.4 billion rubles

The budget of Moscow because of COVID-19 coronavirus in 2020 missed 218.4 billion rubles. It is about loss of income, the head of capital finance department Elena Zyabbarova whose words are cited on the official site of the Mayor of Moscow explained.

According to Zyabbarova, in 2020 the pandemic and implementation of quarantine actions affected the volume and structure of profitable and account parts of the city budget.

It agrees Moscow published by the authorities to statistics, budget revenues of the city in 2020 were 2.87 trillion rubles, expenses — a little more than 3 trillion rubles. A tax income reached 2.33 trillion rubles (a share in total income — 81.1%) that for 44.5 billion rubles it is more, than in 2019. A non-tax income of the budget was 254.2 billion rubles (8.9%), having decreased by 8.1%.

Receipts on the property tax of the organizations in comparison with 2019 grew by 0.3%. 141.4 billion rubles are transferred into city budget. Receipts in the budget from the organizations of communication and information technologies in 2020 increased 12.2% or for 17.2 billion rubles, manufacturing industry — by 10.8% or for 18.1 billion rubles, trade — for 8.7% or for 31.9 billion rubles.

For 40.5% tax and non-tax deductions in the city budget from the enterprises and the organizations of the oil and gas industry, transport — decreased by 8.2% and power engineering specialists — for 7.3%.

Self-employed citizens transferred 1.17 billion rubles into the budget of Moscow that is 2.4 times more, than in 2019. Such growth is caused by increase in both number of self-employed citizens, and their total income, explained in the mayor's office.

It is more than a half of budget expenses — 50.4% or 1 trillion 514.6 billion rubles — are directed to execution of three city social programs: "Social support of residents of Moscow", "Capital education" and "Capital health care". It is 32.6% more, than in 2019.[1]

Budget deficit in 8 months 160 billion rubles

The finance department of the Government of Moscow published the performance report of the budget of Moscow as of September 1, 2020. In eight months of year income of the city budget was 1681.5 billion rubles, at the same time expenses exceeded 1841 billion rubles.

The budget deficit of Moscow thus is 160.03 billion rubles, the report says. These are more than 9% of expenses. In eight months 2019 the surplus of the budget was 337.68 billion rubles — 23.67% of expenses.

As of August 1, 2020 the budget deficit was more than 122 billion rubles — 7.48% of expenses. For August the budget deficit of Moscow grew almost by 38 billion rubles. In August of the 2020th in comparison with August, 2019 income of the capital budget grew by 18.23 billion rubles. However expenses of the capital budget also grew from 197.9 billion rubles in August of last year to 208.73 billion rubles in August of the current year.
