2021: Confirmation of Russian origin of Bulat-32 counter

LLC "Bulat" Concern "Automatics" State Corporation Rostec confirmed the Russian origin of the intelligent electricity meter "Bulat-32." The device was entered in the Unified Register of Russian Electronic Products, as well as in the Register of Russian Industrial Products at the end of 2021. The product of the Automatics Concern was the first meter with confirmed Russian origin. This was announced by Automatics Concern on March 10, 2022.

In accordance with federal law No. 522-FZ, electric energy meters installed in Russia must be of confirmed Russian origin.

In addition, the Ministry of Industry and Trade of Russia has already prepared draft regulatory legal acts, according to which from January 1, 2023, only those meters that use the Russian microcontroller will be considered Russian, in addition to complying with other requirements. BULAT LLC is already ready for this requirement - tests of the Bulat-24 metering device using the Russian microcontroller have begun.

As of March 2022, a reserve of Russian microcontrollers for current production was created and microcontroller volumes for 2023 were reserved. On September 30, 2020, Micron announced that they had signed a cooperation agreement with BULAT. Companies are joining forces to develop domestic production of Internet of Things devices, in particular, electricity, heat and natural gas meters.

The perimeter of the agreement includes the implementation of a technical policy for the unification of products, the creation of a roadmap for the development and introduction of domestic products into production; provision of information on manufactured and developed products (including model of elements for use in CAD); involvement of organizations of fundamental and applied science in the field of physics of materials and semiconductors, enterprises of the electronic industry on the issues of taking into account the requirements of BULAT LLC when planning research, development and production of products.

According to the terms of the agreement, the companies jointly determine the list of Micron's electronic component base for use in the existing BULAT equipment line, including BULAT-32 smart meters for the purpose of import substitution.

The first prototype of the BULAT-24 intelligent electric energy meter on the domestic microcontroller was presented on September 28, 2020.

The domestic component base is the basis of technological independence and information security of the country in the context of the digital transformation of the economy and society. The development of devices and systems based on domestic ECB is one of the key areas of the strategy for the development of REP.
