2020: Collecting 1.4 billion rubles for bribes

According to information published on October 21, 2020 in Vladivostok the Soviet district court exacted in the federal budget 1.452 billion rubles of corruption income from the former mayor Igor Pushkarev, his codefendants and six enterprises under control of it.

According to Kommersant, on March 6, 2020 the Soviet district court of Vladivostok satisfied the claim of the State Office of Public Prosecutor to the ex-mayor Pushkarev, his brother Andrey who was earlier heading Vostoktsement group, to the former head of Roads of Vladivostok municipal unitary enterprise Andrey Lushnikov and also JSC Spassktsement, DV-Tsement LLC, JSC Crushing and Sorting Plant, JSC Vladivostok Butoshchebenochny Plant, JSC Heatozyorsk Cement Works, of JSC Spassky Plant of Asbestos-cement Products (enter into Vostoktsement group) for the amount of 1.452 billion rubles. The court came to a conclusion that money was acquired by defendants "as a result of systematic commission by Pushkarev as the mayor of corruption acts and active participation in these offenses of legal entities".

Earlier Tverskoy district court of Moscow found Pushkarev guilty of abuse of office and taking of a bribe and sentenced him to 15 years of colony. To it a fine in the amount of 500 million rubles with deprivation of the right to hold the positions connected with implementation of functions of the authority, accomplishment of organizational and administrative functions in state bodies and local government authorities for a period of 10 years was also ordered to pay.

Besides, the court exacted from Pushkarev 143 million rubles for benefit of MUPV "Roads of Vladivostok" within the civil action of the enterprise.

According to the investigators, Pushkarev from 2009 to 2015 interfered with all, except the necessary company, in participation in municipal tenders on construction of roads. For it he got bribes. Through the intermediary Lushnikov he received 50 million rubles from the brother. Also Vostoktsement paid the protection of the mayor and different works which are carried out in his houses to Primorye and in the Moscow region.^[1]
