For 10 years, Moscow saved more than 1 trillion rubles on purchases
Since 2010, Moscow has conducted over one million procurement procedures with a total volume of about 8 trillion rubles. This was announced on November 5, 2020 by the Moscow City Department for Competition Policy. Budget savings over 10 years amounted to more than 1 trillion rubles.
The total amount of savings achieved at public procurement auctions over the past 10 years has already exceeded the average size of Moscow's annual budget for purchases for state needs. Savings become possible thanks to the created conditions for the participation of many suppliers. If until 2010 only legal entities, large companies participated in public procurement, now the procedure is open to everyone - up to 80% of suppliers are representatives of small and medium-sized businesses, individual entrepreneurs and self-employed citizens. Uniform standards for documents also allow to make the public procurement process convenient and more prompt for state customers and suppliers. According to the study, the volume of NMCs for published procedures within the 44-FZ for 9 months of 2020 decreased by 1% compared to the same period in 2019 from 6.8 trillion rubles. up to 6.7 trillion rubles., According to 223-FZ, the decrease was 14% from 9.5 trillion rubles. up to 8.2 trillion rubles.
Against the background of the general decline in purchases in 44-FZ, a stable growth in the volume of NMCs is demonstrated by the telecommunications services sector. In the third quarter, it grew 23% compared to the beginning of the year.
According to the report, the best recovery dynamics in terms of the volume of published procedures is shown by the computer and electronic equipment market and the construction work market. The markets with the worst recovery dynamics in terms of the volume of published procedures include the service sector, electrical equipment and heavy machinery.
During the peak period pandemics in the second quarter of 2020, the largest growth in the volume of NMCs was shown by such areas as means transport and equipment (+ 129%); special construction works (+ 105%); computer, electronic and optical equipment (+ 100%).
The volume of purchases of medicines decreased by 39%, purchases of health services decreased by 37%. This is due to the total emergency re-profiling of the health care system to combat COVID-19 and the purchase of special drugs and equipment.
Despite the general decrease in the number of purchases for 223-FZ in the third quarter, the indicators for the volume of NMC increased by 31% compared to the first quarter. Nevertheless, in the third quarter of 2020, compared to the same period in 2019, the decrease in the volume of NMC procedures was 10%.
The best recovery dynamics in terms of the volume of NMCs are shown by such areas as structures and construction work in the field of civil engineering; computer, electronic and optical equipment; buildings and works on construction of buildings. The markets with the worst recovery dynamics in terms of the volume of NMC include: services in the field of architecture and engineering design, technical tests, research and analysis; basic metals; vehicles and equipment, other.
Unlike the public sector, the volume of construction work for civil structures in 223-FZ procurement increased both in terms of the number of procedures from 16.4 thousand in the first quarter to 20.6 thousand in the third quarter, and in terms of the cost of NMCs from 198.5 billion rubles in the first quarter to 861.5 billion rubles in the third quarter.
The second place in terms of the volume of NMCs (187.3 billion rubles in the 3rd quarter) is occupied by the financial services industry (except for insurance and pension services), while in 44-FZ in terms of the volume of NMCs the industry is only in 16th place with a volume of 13.8 billion rubles.
The third quarter showed that the volume of competitive public procurement (44-FZ) has significantly decreased even compared to the 1st quarter, which is traditionally the smallest in terms of volumes during the year, - commented Dmitry Sytin, Director General of the federal electronic platform TEK-Torg. - Based on trends, the volume of public procurement in 2021 may not return to the levels of 2019. The growth driver in the 44-FZ segment was the telecom sector, but due to its small share, this did not have a general impact on the total volume of purchases. Based on the results of the 3rd quarter, we can expect a further decrease in the budgets of regions and municipalities for construction. Another trend is observed in the 223-FZ segment. Here, on the contrary, the implementation of construction projects has resumed and it can be assumed that companies continue to rebuild their IT infrastructure to the current conditions for doing business. |
