Start of street cleaning monitoring system

Monitoring system - digital control over street cleaning is being tested in all municipalities of the Murmansk region. This is one of the modules of a single digital regional management platform created with the participation of ROSATOM. This was announced on December 25, 2020 by RIR (Rusatom Infrastructure Solutions).

You can control street cleaning thanks to navigation sensors - a signal about the location of the equipment is received through them through GLONASS. The dispatcher of the road service sees where the cars work, and also receives a report on the work done. Monitoring and quality control of cleaning is carried out from the Regional Management Center. The automatic system is able to analyze weather conditions and signals in social networks and correct the harvest schedule. They plan to introduce such a system in the yards.

Street cleaning control is only one of the services of a single digital platform for managing the region. The complex still includes a portal for feedback to residents of Our North, investment and tourist portals, an intelligent system for recording the construction, repair of maintenance (maintenance) of courtyards, public territories, urban facilities located in the Murmansk region. It is possible to add digital services depending on the needs of the region.

A single digital platform for managing the region provides the work of the regional government: collecting and analyzing information, interacting with residents and business, increasing the investment and tourist attractiveness of the region. Data from all systems are sent to the platform, it collects, summarizes and analyzes information from various sources - departmental information systems of the region, electronic databases and others. At the same time, systems are integrated with the feedback platform of the Regional Control Center, which are created in the regions of the country on behalf of the President of Russia.

On October 21, 2020, the work of digital systems in test mode was demonstrated to the Minister of Digital Development, Communications and Mass Communications of the RFMaksut Shadaev, who praised what he saw. The official opening of the center took place on November 10, when a meeting of the Council for the Development of the Digital Economy under the Federation Council was held in Murmansk.

The digitalization of regional management has been going on in the Murmansk region since 2019 as part of the large-scale Smart Region project. The project is designed to ensure the work of regional authorities, subordinate enterprises, to increase the speed of reaction to problems and requests of residents of the region. The technological partner in its implementation is Rosatom State Corporation represented by RuSat Infrastructure Solutions JSC.

Start of digital area control complex

In the Murmansk region on November 10, 2020, the Regional Management Center, created with the participation of the State Corporation Rosatom, was commissioned. It includes a complex of information and analytical systems combined on a single digital platform. The complex will provide the work of the regional government: collecting and analyzing information, interacting with residents and business, increasing the investment and tourist attractiveness of the region.

"The SDGs of the Murmansk region were created as a regional digital hub, combining three components - management itself, technology presentation and training. Information about the state of the communal, transport, road, tourism and investment spheres in the region flows to the Control Center itself, is analyzed, and decisions are made based on this analysis, this is an interactive process. The exhibition space allows you to get acquainted with any of the applied technologies and implement it on your spot - we are interested in maximizing the coverage of the region's smart network. And, finally, Yandex.Lyceum is a reserve for the future, those who have to complete and develop both this system and other digital platforms in almost all sectors of the Arctic economy are learning here, "said the head of the region Andrei Chibis at the opening.

As Deputy Prime Minister of Russia Dmitry Chernyshenko noted, the launch of the TsUR of the Murmansk region is a clear example of the effective execution of the President's order.

"The SDG is a comprehensive tool for working out citizens' requests with understandable feedback and the ability to quickly process incidents. An important aspect is the possibility of adjusting management decisions using the obtained data array from residents. If we talk in general about the situation with the execution of the order by December 1, then most of the regions have either already completed it or are in the final stage of readiness. But there are those at risk. And their task is to mobilize as much as possible taking into account the tight deadlines, "said Dmitry Chernyshenko.

"The result, which we received together with the Government of Murmansk region, goes beyond one region. In fact, the first solution in the country has been created, combining in one system the main management processes of the region. It is based on the principles of efficiency, openness, reduction of all types of losses and advanced technologies. The further use of this experience by other territories, especially the Arctic regions, creates conditions for improving the quality of life of northerners, increasing investment attractiveness and the consistent development of the entire Arctic zone of our country, "said Ksenia Sukhotina, CEO of the company.

In the near future, we will open it, familiarize ourselves with the areas of work presented by program decisions. A great result, especially when you take into account the short time everything was created here. And this is worthy of respect. If you compare all the systems configured here with the same "Active Citizen" and analogues, then from the point of view of the level of implementation it is done no worse. It is clear that these systems have passed the long-term path of configuration and implementation, it is clear that users cannot simultaneously begin to use everything, there should be an addictive stage.
