2023: Government's rejection of the system
In early September 2023, the Government Commission on Legislative Activities abandoned the project to create an information and analytical system of state defense orders (IAS GOZ). About 1.59 billion rubles were allocated for the implementation of this initiative in 2019-2020.
According to the newspaper "," Sheets we are talking about a platform for collecting and comparing data on prices for homogeneous commodity positions in procurement under the GOZ. The system was created, and Federal Antimonopoly Service (FAS Russia) the contractor was the company "RT - design technologies," which is part of the state corporation Rostec"." It was assumed that suppliers of GOZ products will post information about their products on the platform, be responsible for its completeness and reliability. It was planned to enter information on prices for weapons, military and special equipment and operations with it, including repairs, as well as information on ordinary products that fall under the law on public procurement: these are fuels and lubricants, food, clothing, furniture, household appliances, etc.
The formation of the system is provided for by a government bill, which the State Duma approved in the first reading on October 22, 2020. However, by the second reading, the FAS, on behalf of Deputy Prime Minister Denis Manturov, prepared amendments according to which further work on the IAS GOZ project is canceled. This is due to the fact that the Ministry of Defense of the Russian Federation has begun to develop a departmental digital platform in order to generate prices for products supplied under the GOZ. And this system actually duplicates the functionality of the IAS GOZ.
The purpose of the new bill is to distinguish between goods and services aimed at civilian circulation and military needs. At the same time, in the current geopolitical situation, most organizations excluded information on prices for supplied products from open access. And therefore, the implementation of the IAS GOZ project is inappropriate.[1]
2020: Creation of an IT system for price comparison during procurement under the state defense order
In October 2020, the State Duma of the Russian Federation adopted in the first reading a bill establishing the legal basis for creating a system for comparing prices for homogeneous products in procurement under the state defense order (IAS GOZ).
IAS GOZ is being developed in accordance with a government order of July 2019 and 1.59 billion has been allocated for its creation for 2019-2020. according to rubles an explanatory note to the bill. According to the law on state defense orders, purchases are made not only, Ministry of Defence but also by other law enforcement agencies:,,, MINISTRY OF INTERNAL AFFAIRS, and National Guard of the Russian Federation. IAS GOZ will become a single digital platform for all participants in the pricing process in the field of GOZ, in which prices will be registered for single suppliers, the formation of forecast and initial maximum prices for products under the GOZ.
The system will contain information about goods, works, services (in terms of weapons, military and special equipment, space technology and space infrastructure facilities, including raw materials, materials and components) included in the catalog of goods, works, services under the state defense order.
The system will provide high-quality price analytics of these products and their components for compliance with market prices, reduce the financial burden on the federal budget and will increase the volume of purchased products under the State Customs Service, said Mikhail Evraev, deputy head of the FAS Russia, whose words are quoted by the press service of the antimonopoly department. FAS will become the operator of the system. |
According to Evraev, IAS GOZ will help create automated control over the pricing process in the field of state defense orders, but will also reduce the financial burden on the budget, as well as increase the volume of purchased products for GOZ due to appropriate savings.[2]
