2021: Readiness to share the solution for work with citizens' appeals with other subjects of the Russian Federation

Yakutia is ready to share with other regions developments on the basis of artificial intelligence for work with citizens' appeals. It was said on January 15, 2021 by the Head of the Sakha (Yakutia) Republic Aysen Nikolaev.

According to him, deep transformation of a state administration requires new approaches and modern tools. As of January, 2021, in the region develop a series of solutions on the basis of artificial intelligence, and one of them – the "Digital assistant to AITA" designed to be responsible for timeliness, completeness and reliability of answers to citizens' appeals. According to Aysen Nikolaev, a system can increase much quality of work with citizens' appeals, and after approbation in the region Yakutia is ready to share development with other subjects of the Russian Federation.

The proposal of the Head of Yakutia was supported by the deputy minister of digital development of the Russian Federation Oleg Kachanov. He noted that one of initiatives of department just concerns systems on the basis of AI and a possibility of replication of such experience.

Aysen Nikolaev explained that progress of the region in the field of development of digital technologies is in many respects caused by specifics of the region. Digital transformation for Yakutia is not a fashionable trend, but vital need.

"Digitalization allows us to overcome the difficulties connected with geographical and climatic features of the territory – extremely low temperatures, huge distances between localities and difficult transport availability. Only for last year we laid one and a half thousand kilometers of fiber optic communication lines. As a result in the period of a pandemic it was succeeded to hold 15 thousand telemedicine consultations with involvement of specialists from the leading medical centers of the country, including in inaccessible, far rural settlements. And it is hundreds of saved lives", – Nikolaev emphasized.

According to official data, the Sakha (Yakutia) Republic enters in top-10 regions of Russia on export of IT services, providing about 85% of export of IT services of the Far East. At the end of 2020 in the region the Strategy of digital transformation of branches of the economy and the social sphere till 2030 is accepted.

2020: Start of "digital assistant"

In Yakutia start the digital assistant for the head of the republic. On October 28, 2020 the Press center of the Sakha (Yakutia) Republic in Moscow reported about it.

"The digital assistant" based on artificial intelligence will begin the work in December. On the page in Instagram the head of the region suggested subscribers to think over the name for "assistant".

The head of Yakutia Aysen Nikolaev signed the order about creation of the "Digital Assistant to the Head of the Sakha (Yakutia) Republic" system based on artificial intelligence which will allow to build a feedback with the population. A system using algorithms of artificial intelligence will be created for work with the addresses of users arriving through official accounts of the head of the region in social networks and other communication channels in the Internet.
