In Moscow one more production of vital drugs will appear. On November 10, 2020 reported about it DIIPP Moscow.

The Government of Moscow announced competition on supply of medicines. With the winner the offset contract for 10 years under which the investor will create pharmaceutical production in the capital will be signed, the Deputy Mayor of Moscow for Economic Policy and Property and Land Relations Vladimir Yefimov reported.

Under the terms of the contract, the winner of competition within two years localizes or upgrades in the territory of the capital production of 20 medicines, including from the list of vital and essential drugs. At the enterprise for needs of the city protivoglaukomny, antibacterial, analgeziruyushchy medicines, antidepressants and neuroleptics will be produced. The volume of private investments into the project will be one billion rubles. The offset contract will be signed according to the results of competitive procedures at the beginning of 2021, – the deputy mayor explained.

He also added that after creation of a pharmproizvodstvo the city guarantees to the investor within eight years purchase of drugs which will be produced at the enterprise, for the total amount of 1.1 billion rubles.

The offset contract will become for the city for November, 2020 already the fifth. The total amount of private investments on four concluded offsets is 11.9 billion rubles, purchasing amount – 71.6 billion rubles.

Moscow signed the first two offset contracts also in pharmaceutics. Within them investors will invest in total 8.8 billion rubles in localization of pharmproizvodstvo. JSC Biocad the first stage of the plant into operation in the territory of the SEZ "Technopolice "Moscow", R-Oprah LLC the construction license already put. Under the terms of the third offset contract, Gemamed LLC will create in the city the enterprise for production of medical products for stomirovanny patients, investments will make 1 billion rubles. Baby food for city dairy and distributing points, project investment cost – 2.1 billion rubles became a subject of the fourth offset concluded in 2020 with Wimm-Bill-Dann company, – the Head of Department of investment and industrial policy of Moscow Alexander Prokhorov told.

The offset contract provides both state procurement of goods, and counter investment obligations of the supplier for production localization. A main goal of offset – stimulation of investments of capital of business in the new enterprises, upgrade of the existing capacities or mastering of technologies on production.

Moscow not only became the pioneer in the conclusion of offset contracts (the first is signed in the fall of 2017), but also together with the Ministry of Economic Development of the Russian Federation took active part in development of amendments in 44-FZ which regulate this mechanism of state procurement.

At the conclusion of each offset contract the capital receives jobs, tax revenues in budgets of all levels also grow. Besides, offsets give the chance to save budgetary funds as as a result of competitive procedures the price of the purchased goods, as a rule, falls. For example, under four contracts which are already signed by the capital average reduction of prices of products delivered for city needs in comparison with market analogs was 21%. Investors, in turn, receive the solvent customer, the long-term sales warranty of localizable products, the subsequent inclusion in the regional register of the only suppliers, – the director of the City agency of the investment management Svetlana Ganeeva told.

In the future Moscow is going to sign offset contracts in such spheres as transport mechanical engineering, the equipment for housing and communal services, the IT equipment, medical products and a power supply.
