Resignation from the post of head of the Ministry of Health of the Irkutsk region
On November 12, 2020, it became known about the resignation of the head of the Ministry of Health of the Irkutsk Region Natalia Ledyaeva. She wrote a statement of her own free will, the press service of the regional government told RIA Novosti. First Deputy Ledyaeva Anna Danilova will act as head of the local Ministry of Health.
In mid-October 2020, Natalya Ledyaeva was removed from the post of head of the Ministry of Health in connection with an audit in a criminal case on the procurement of low-quality medical equipment and personal protective equipment, in which her son Ilya Belousov appears.
According to the Investigative Committee, in April 2020, an individual entrepreneur from Angarsk (according to Interfax, we are talking about Ilya Belousov) under a state contract delivered a batch of medical masks worth about 10 million rubles to the Irkutsk Ambulance Station OGBUZ. The FSB and the police found out that the supplier falsified the documents for the masks. Studying the documents, law enforcement officers revealed similar purchases for tens of millions of rubles for the Irkutsk Regional Clinical Hospital and the Hospital of Veterans of Wars. The total amount of damage to the regional budget is estimated at more than 40 million rubles. After the entrepreneur received the money, he disposed of it at his discretion.
The Oktyabrsky District Court of Irkutsk sent Ilya Belousov to a pre-trial detention center for two months. He was charged with committing crimes under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud committed on an especially large scale) and paragraph "a" of Part 2 of Art. 238.1 of the Criminal Code of the Russian Federation (circulation of falsified, poor-quality and unregistered medicines, medical devices, committed by a group of persons by prior conspiracy). Five other defendants in the case were sent under house arrest.[1]
Charge of theft of 25 million rubles in the supply of masks and respirators
On November 30, 2020, the Investigation Department of the Investigative Committee of the Russian Federation for the Irkutsk Region announced the initiation of a criminal case against the former Minister of Health of the Irkutsk Region Natalia Ledyaeva, suspected of committing a crime under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud committed on an especially large scale).
As reported on the website of the UK, according to the investigation, from May to October 2020, the acting Minister of Health of the Irkutsk Region Ledyaeva, her son Ilya Belousov, as well as other persons, acting as a group of persons by prior conspiracy, by deception, funds in the amount of about 25 million rubles were stolen from the budget of the Irkutsk region in the execution of a state contract for the supply of personal protective equipment (medical masks, respirators) for the needs of the Ministry of Health of the Irkutsk region.
It was established that Ledyaeva created the conditions for the regional Ministry of Health to conclude the specified state contract, realizing that her son and other persons intend to supply medical devices that do not meet its conditions. Ledyaeva was detained, searches were carried out at her place of residence, the issue of choosing a preventive measure for her is being decided, the UK said.
On November 30, 2020, Natalya Ledyaeva was detained by investigators of the Investigative Committee of Russia in cooperation with officers of the FSB and the Ministry of Internal Affairs of Russia in the Irkutsk Region. Searches were carried out in the house of the ex-minister of the regional Ministry of Health. The criminal case was initiated based on the materials of the FSB and the Main Directorate of the Ministry of Internal Affairs of Russia in the Irkutsk Region. By November 30, 2020, law enforcement agencies are deciding on the election of a preventive measure.
In October, the Investigative Committee announced that it had detained six defendants in the case of the supply of medical masks with forged documents to medical institutions in the Angara region. Among them was the son of Ledyaeva.[2]
2021: Fine in the amount of 50 thousand rubles for violations in the supply of ventilators
Former head of the Ministry of Health of the Irkutsk region Natalia Ledyaeva was fined 50 thousand rubles for violations in the supply of artificial lung ventilation devices (IVL). This was announced on March 29, 2021 by the regional department of the Federal Antimonopoly Service.

According to investigators, Natalia Ledyaeva, her son and a number of other persons stole about 25 million rubles from the budget of the Irkutsk region in the execution of a state contract for the supply of medical masks and respirators. Later, law enforcement officers established another episode of criminal activity related to the supply of personal protective equipment as part of state procurement.
At the end of January 2021, Natalia Ledyaeva was replaced by a preventive measure. The Kirovsky District Court of Irkutsk rejected a petition filed by investigators to extend her detention in a pre-trial detention center (due to age and health) - the ex-Minister of Health of the Irkutsk Region was sent under house arrest.[3]
2022: Sentence - 6 years 8 months. colony for major fraud
By a court decision in Irkutsk, the former Minister of Health of the region Natalya Ledyaeva received six years and eight months in a general regime colony in a large-scale fraud case. This was reported on December 20, 2022 in the regional prosecutor's office.
According to the ministry, five people were involved in the case, including the son of the former minister, businessman Ilya Belousov. Two more received suspended sentences. Also, the amount of damage was recovered from the defendants.
The investigation established that in the period from April to October 2020, Belousov, together with his accomplices, was engaged in the sale of unregistered medical masks and respirators in medical institutions in the Irkutsk region. In June 2022, Natalya Ledyaeva joined the criminal scheme. Using her official position, she ensured the conclusion of a state contract for the supply of inappropriate medical devices.
According to Kommersant, during the court debate, Natalya Ledyaeva called the case "fabricated due to the fact that she did not sign contracts with other suppliers." Ilya Belousov insisted on a political background, stating that he had become "a convenient tool for changing the Minister of Health in the region."
By the end of December 2022, the post of head of the Ministry of Health of the Irkutsk Region remains unoccupied. Alexander Gaskov, chairman of the committee on health and social policy of the Legislative Assembly of the Irkutsk Region, told the newspaper that the issue of the appointment of the minister was delayed due to a series of criminal cases.
