Mintsifra submitted the list of AI projects of the ministries and departments

As it became known on December 16, 2020, the Ministry of digital development, communication and mass communications of the Russian Federation prepared the solutions AI list which in 2023-2024 will implement in the Ministry of Internal Affairs (MIA), the Ministry of Emergencies (ME), the Ministry of Health, Minpromtorg, the Federal Tax Service (FTS), Rosreestr and the Federal Compulsory Health Insurance Fund (FCHIF).

Mintsifra made the list of AI projects of the ministries and departments

It is about the following projects which are specified in the letter sent by Mintsifra's deputy head Oleg Kachanov to the Government of the Russian Federation (the copy of the document was at the disposal of RBC):

• FCMIF is going to create service of modeling of rates for rendering medical aid, the voice assistant for "smart" columns and also will be able to remind citizens of a visit to the doctor and record, to collect a feedback, etc.;
• Rosreestr will distribute documents on types, to analyze images using which will be able to distinguish objects of capital construction;
• The Ministry of Emergency Situations uses AI for the analysis of images: in satellite pictures and orthophotomaps will see the fires, floodings, floods, destructions, road accident and other emergencies;
• FTS will implement the voice assistant for consultations and also will create qualifiers on again arriving questions and trade names;
• The Ministry of Internal Affairs is going to identify persons, to reveal interrelations between events, to analyze biomaterial for determination of external anatomic signs;
• The Ministry of Health will reveal new growths and signs of COVID-19 on KT-images, pictures from microscopes, data of radiodiagnosis;
• The Ministry of Industry and Trade will create the chat-bot for consultation of users on support measures and also by means of AI will analyze documents of applicants.

The described projects are directed to increase in efficiency of departments, somewhere in terms of internal processes, somewhere as improvement of a service part of interaction with citizens and legal persons, the manager of projects of Big Data in the industry of Croc company Pavel Egorov noted to the edition.^[1]

The Deputy Prime Minister Chernyshenko charged to all ministries and departments to create data sets for AI

In December, 2020 Dmitry Chernyshenko charged to all 62 ministries and departments to create data sets for artificial intelligence. The Deputy Prime Minister told about it at a meeting of the Russian President Vladimir Putin with members of the government of the Russian Federation.

At ertseteshnik until the end of the year task: create not less than two departmental data sets (data sets), what the artificial intelligence eats, Big Data, without them it is useless absolutely. And federal executive authorities should begin with themselves. Because if they will perfectly not understand this question if they do not use this every day, then it is strange to expect that they will be able to make industry strategy and to regulate the industries taking into account artificial intelligence — Dmitry Chernyshenko said.

As reported ComNews in the press service of Minpromtorg, the government already approved departmental projects on implementation of initiatives in the field of AI and to creation of data sets. Initiatives of the ministry belong to creation of ready solutions AI in branches of the economy, the social sphere and public administration; and also to formation of a system of solutions, available to developers, based on AI, constantly updated data sets which sources are public authorities, the subjects of the Russian Federation, the state corporations and the companies with the state participation, the scientific organizations.

In the Ministry of Agriculture told the edition that department considers the possibility of use within the Single federal information system about the agricultural land (EFIS ZSN) of artificial intelligence using such agricultural data sets as data of a crop rotation, data on bushiness and forest coverage, these vegetations and also indicators of fertility of soils.^[2]

Creation of the register of ready-made solutions in the field of artificial intelligence for federal agencies

The Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko charged to create Mintsifra the register of ready-made solutions in the field of artificial intelligence for implementation in federal agencies. On November 12, 2020 the press service of the Cabinet of Ministers reported about it.

Chernyshenko gave such assignment according to the results of the final strategic session on artificial intelligence where heads of digital transformation of seven federal executive authorities – the Ministry of Energy, Minpromtorg, Ministry of Culture, the Ministry of Education and Science, Rosreestr, Rosselkhoznadzor, FTS – submitted projects on implementation of solutions AI in the departments and to formation of industry data sets.

According to the vice-president of the government, at implementing solutions in the field of artificial intelligence it is necessary to provide a possibility of their use by other federal executive authorities. The best approved projects according to the results of all strategic sessions will be included in departmental programs of digital transformation for further implementation, he noted.

The Government of the Russian Federation reminds that project development on implementation of artificial intelligence technologies in activity of federal executive authorities began in August, 2020. During the strategic sessions heads of digital transformation were trained on use of AI technologies and prepared the project solutions. Dmitry Chernyshenko told that participants did a great job.

As note in the Ministry of Economic Development, in case of lack of due attention from the state to artificial intelligence Russia risks to miss a possibility of technology break. Global market of solutions AI will be divided between the rival countries that will complicate development of Russia in strategically important branches of the economy and will slow down its development, consider in department.^[3]
