As it became known in the middle of November, 2020, the Ministry of Transport of the Russian Federation ordered system development using which it intends to permit drones to fly near airplanes. The contract for creation of such system for 52 million rubles is signed with the only applicant — Federal State Budgetary Institution ProtectionInfoTrans of the Ministry of Transport of the Russian Federation.

According to Kommersant with reference to materials on the website of state procurements, is about works on creation of "an appearance of a system of information support of flights of pilotless aircrafts in the Russian Federation on the basis of GLONASS technologies and a multilateration". The last is considered for implementation for unmanned aerial vehicles and in other countries, notes the edition.

The ministry told the newspaper that the air legislation of the Russian Federation prohibits flights of drones together with the piloted aircrafts. These restrictions, according to the interlocutor of the newspaper, are a consequence of lack of the technologies, infrastructure and an aircraft equipment allowing to ensure safety of joint flights that interferes with development of pilotless aircraft.

According to experts, the rate on technology of a multilateration is absolutely justified. However the choice of the standard of data transmission – 1090ES or VDL-4 became the only debatable question. Development of a monitoring system on the basis of standard 1090ES (selected by Ministry of Transport) is wrong, the technical director and the chief designer of Ptero (the producer of UAVs) Amir Valiyev is sure.

According to him, all UAVs and the piloted aircrafts need to be equipped with AZN-V transponders that much cheaper and will allow pilots of any see aircrafts of each other in any point of Russia.

Oleg Panteleev from Airport emphasized that it is necessary for integration of drones into the general airspace to which the whole world moves that information on location of each aircraft was available to other participants of air traffic and managers.[1]
