The Belgorod region passed to the centralized budget planning

2020: Automation of budget planning

The BFT company announced on November 20, 2020 the beginning of the project of upgrade of an automated system of planning of budgets of "ADC-Planning" in the Belgorod region. The project is directed to transition to the centralized budgeting model.

Automated systems of execution of budgets and procurement management work at the centralized basis.

On a project result specialists of Finance department and budget policy of the Belgorod region and local government authorities will create, approve and approve the regional budget and budgets of municipal districts, including by programs and actions, in a single centralized system.

It is going to connect 22 municipal districts is 213 budgets and about 1500 users.

The centralized solution "ADC-Planning" will allow to perform planning of the regional budget and budgets of municipal entities of the Belgorod region for the next financial year and planning period in the single database. Financial bodies, managers and receivers of budgetary funds of all levels will participate in process. Access for users to data in different budgets can be configured according to powers.

For each budget it is provided:

• formation of the register of payment commitments;
• planning of an account part;
• planning of revenues;
• planning of financing sources of deficit;
• planning of the amounts of interbudget transfers;
• analysis and comparison of different versions of the draft budget;
• control of compliance of the draft budget to the ratios set by the Budget code of the Russian Federation;
• planning of the state (municipal) tasks and subsidies for their accomplishment;
• formation of plans of financial and economic activity of regional and municipal authorities;
• formation of the state (municipal) programs regarding financial provision and indicators of effectiveness;
• making changes in the approved budget.

Economy of budgetary funds – at the expense of the centralized scaling, implementation of additional subsystems and applications on a centralized basis, at once in all municipal entities and also cost reductions on service of information systems in certain municipal entities of the region.

Quality improvement and efficiency of planning of budgets of municipal entities of the region, due to work of all participants of process on uniform rules and in uniform electronic document management.

Reduction of labor costs and terms of planning of budgets of the region thanks to single information input and an exception of duplication of data.

Management of budgetary funds and acceleration of acceptance of management decisions – due to obtaining the operational and authentic reporting on planning of budgets of municipal entities.

Gain of control of use of budgetary funds – due to increase in transparency of budget processes.

Centralization of budget planning in the Belgorod region will help to accelerate and increase quality of processes of formation, approval and approval of budgets of all levels. Use of a centralized system of budget planning will allow Finance department and budget policy of the Belgorod region quickly to control planning process of local budgets and to make necessary management decisions at the expense of online access to the uniform information database on planning of budgets of the region.
