10 Russian services for obligatory preset on Smart TV are approved

In December, 2020 the presidium of the Government commission on development of production and distribution of domestic audiovisual content approved 10 services for obligatory preset on TVs with support of Smart TV since April 1, 2021. As reported in Mintsifry, all 28 applications from which selected the most popular services at the same time having own content created in the Russian Federation were submitted. Read more here.

Roskomnadzor started the register of online movie theaters

On December 2, 2020 the Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor) announced creation of the register of online movie theaters. It included the audiovisual services (AVS) focused mainly on the Russian audience with attendance more than 100 thousand users a day, says department.

The owners of AVS included in the register according to the federal law "About Information, Information Technologies and on Data Protection" which is becoming effective since 2021 will be able to apply for preset of the applications on electronics (mobile phones and Smart TV) imported into Russia.

Roskomnadzor submitted the register of online movie theaters

The register includes the following services:

• Premier;
• SPB TV Russia;
• Start;
• Wink;
• Amediateka;
• Beeline of TV;
• Kino1tv;
• Kinopoisk;
• "TV match";
• Megafon TV;
• MTS TV;
• NTV PLUS;
• Channel One;
• "We look";
• "Tricolor of cinema";
• "TV online".

The participant of the register of AVS, according to requirements federal law No. 436-FZ "About protection of children from harmful information", should perform classification of the reproduced content, provide designation of category of this work with the sign or text warning of restriction of its distribution among children. The participant of the register of AVS is obliged to set one of the programs offered by Roskomnadzor counting the number of users.

As noted in Roskomnadzor, the register formed on the basis of the data provided by platforms. It has to be started after entry into force on July 1, 2017 of amendments to the law "About Information". However the register was not filled earlier due to the lack of bylaws which would define a technique of calculation of audience of video services for entering into the register. It is necessary, in particular, for tracking of illegal content, Kommersant with reference to experts writes.^[1][2][3][4]
