Digital transformation of Roskomnadzor for hundreds of millions. What systems are prepared by department

On January 18, 2021 details of the program of digital transformation of Federal Service for Supervision of Communications, Information Technology and Mass Media became known. Roskomnadzor within three years is going to create several IT systems, including:

• monitoring system of verification of information about the actual subscribers of cellular communication (expenses in 386.5 million rubles are planned);
• information and analytical system of forecasting of risks in Russian-speaking media space (ASPR), will act as her customer subordinated to Roskomnadzor of Federal State Unitary Enterprise Main Radio-frequency Center (GRFC) (project cost — 615 million rubles);
• the universal search robot, GRFC will be a customer too (the planned expenses exceed 800 million rubles).

Roskomnadzor will check reliability of information about subscribers of cellular communication

What functions will be performed by these systems, is not specified. The representative of Roskomnadzor in response to questions of RBC of functionality of each product only reported that they "develop within planned upgrade of infrastructure of department", and use of new technologies "it is necessary for effective solution of the tasks connected with protection of interests of citizens, societies and the states".

As notes the edition, on program implementation of digital transformation Roskomnadzor within three years will need in total 5.6 billion rubles.

According to the source RBC, an innovation can cause additional expenses from operators.

The sizes of costs can be estimated after Roskomnadzor creates and will send us at least preliminary technical requirements to the system and the list and an order of providing information will become clear — he noted.

One of interlocutors of the edition assumed that the search robot "will be engaged in search of illegal content", and the system of forecasting of risks will execute "search in media and social media of complaints and newsmakers, work-related departments".^[1]
