A single intelligent transport platform in the Altai Republic is being created on the basis of domestic technologies of GLONASS JSC, as the latter reported on April 11, 2022.

The General Director of GLONASS JSC Igor Milashevsky and the head of the Altai Republic Oleg Khorokhordin discussed at the meeting To Moscow the further implementation of the road map for the creation of a single intellectual transport platform in the region. Project will ensure a high level of transport safety, will become a digital tool for monitoring, analyzing the quality and forming transparency of the work of the entire logistic complex of the Altai Republic. The platform will create conditions for online monitoring of passenger traffic, the movement of school buses and groups tourist , communal and road construction vehicles, ambulances medical. At the same time, all solutions are developed exclusively on the basis of domestic technologies.

The unified intellectual transport platform of the Altai Republic is formed as part of a cooperation agreement between GLONASS JSC and the Government of the Altai Republic, signed in 2021. Over the past six months, a successful pilot project on the deployment of a regional navigation and information system (RNIS) has been carried out. It was created on the basis of the automated monitoring system "ASM ERA," which is part of the GAIS "ERA-GLONASS." Thus, specialists of GLONASS JSC have formed a single point for collecting navigation data from vehicles of various industries and have already connected more than 250 ambulances, more than 140 buses of educational institutions, 130 passenger buses and 14 cars for the removal of municipal waste to the system.

As part of the pilot project, the trajectories and schedules of ten city and one suburban routes were introduced into the system, and the function of automatically linking vehicles to routes without the participation of a dispatcher was tested. With the help of "ASM ERA" monitoring of the excursion bus tour is provided. To demonstrate automatic monitoring of the quality of household waste removal, the developers included in the system data on the location of 42 container sites and a landfill in the village of Ongudai.

The successful results of the pilot project of GLONASS JSC were previously presented to the Ministry of Regional Development, the Ministry of Digital Development and other relevant departments of the Altai Republic.

ERA-GLONASS has a significant technological reserve for the rapid development of the federal transport complex and the use of domestic technologies in the interests of regions and municipalities. The high level of competencies of GLONASS JSC at the same time in telecommunications, information and navigation technologies allows us to find an optimal and complex solution to problems of any complexity. As part of the project, the regional navigation information system was successfully tested in the Altai Republic and is ready for scaling. She demonstrated in practice the possibility of improving the safety of residents of the region and users of transport services, the effectiveness of logistics and the preservation of the ecology of such a natural pearl as Gorniy Altai. The approach to the implementation of the project, determined by the leadership of the region, will ensure the growth of the well-being of citizens, "explained Igor Milashevsky.

The head of the Altai Republic noted that the technologies of GLONASS JSC allow a comprehensive approach to issues of transport security and traffic monitoring, which is important both for residents and socially significant institutions, and for numerous guests of the region.

It is no less relevant for the Altai Republic and monitoring the quality of garbage collection. In the future, we will include all container sites in the region in the automated system, starting with the most densely populated Gorno-Altaysk and Maiminsky district. This will minimize or completely exclude issues in the field of MSW export, more quickly respond to problem areas. It is important that all the technologies used by GLONASS JSC are Russian, which means they do not depend on Western sanctions and will be able to ensure the uninterrupted operation of the systems, "concluded Oleg Khorokhordin.

State the ERA GLONASS emergency response system and the ASM ERA based on it also allow Russian logistics companies to quickly switch to a domestic monitoring solution transport after leaving the foreign providers services market.

2021: Signing of a cooperation agreement on the development of information and navigation technologies

On January 28, 2021, a ceremony was held in Gorno-Altaysk to sign a cooperation agreement between GLONASS JSC and the Government of the Altai Republic. The document provides for partnership in several areas, including the formation of a regional navigation and information system (RNIS) and the creation of a republican project management center.

The agreement was signed by the general director of GLONASS JSC Igor Milashevsky and the head of the Republic of Altai Oleg Khorokhordin. The document noted that the parties plan to work together to improve road safety, develop intelligent  transport systems, monitoring and management systems for various areas of activity in the region. One of the important tasks will also be the introduction of innovative technologies in the field of navigation and high-precision positioning.

In 2016, the Government of the Russian Federation approved 17 areas of the economy in which elements of the ERA-GLONASS GAIS should be used when creating state information systems using navigation information. And  on the basis of this system, many application services are implemented for automation and transformation of industry processes of state and commercial organizations. The use of modern information and telecommunication technologies in both business and public administration is one of the factors for the successful development of the regions. The platform approach and experience in implementing large-scale projects allow GLONASS JSC to cooperate with the subjects of the Russian Federation, creating innovative solutions for the transport industry and other segments of the economy.

It is expected that joint work on the construction of a single intelligent transport platform in the Altai Republic will contribute to the provision of automated control of traffic flows, communal and road construction equipment, as well as the implementation of monitoring of passenger traffic, control over the movement of dangerous, heavy and large cargo. Based on the technologies of GLONASS JSC, they also implement a system of control over garbage collection. 

As part of the construction of an intelligent transport platform, a regional navigation and information system (RNIS) will be created in the Altai Republic. RNIS is planned to be deployed on the basis of the automated monitoring system "ASM ERA," which is part of the GAIS "ERA-GLONASS." Thus, a single point of collection of all navigation and transport and logistics data will be created.

An important area of ​ ​ interaction will be the creation of the Altai Republic Project Management Center, as well as a training center for training specialists in the field of Project management. Employees of GLONASS JSC prepare analytical materials and comparative analysis of project management solutions.

GLONASS JSC will also help the region create a regional tourism portal based on the IT solutions of the Altai Republic.

Coordination of joint work will be carried out on the basis of action plans (roadmaps) and agreements.
