2021: Start of work of the register of autotuning in the Russian Federation

On February 1, 2021 in Russia new rules of autotuning began to work. Will not issue to persons interested to upgrade the vehicle permission if in the special register there is no conclusion of the test center and the protocol of check.

It is about the register of the conclusions of preliminary technical expertize of construction of the vehicle created by the Ministry of Economic Development of the Russian Federation regarding a possibility of making changes and protocols of check of safety of construction of the vehicle after the changes made to it.

According to Rossiyskaya Gazeta, the car owner before installing the additional equipment (winches, "bullbar", the gas-balloon equipment, etc.), should address to specialized laboratory for obtaining the conclusion about a possibility of such change in construction. Such conclusion should be entered in the register. Then with all documents it is necessary to address to traffic police for obtaining permission. It is not required to show the machine at this stage.

According to Izvestia, by the beginning of February, 2021 of testing laboratories through the whole country about two tens, many are in Moscow. They are not in the majority of regions. At the same time if specialists of such organization issue documents on a car from other subject, then can fine the company even if it is about installation of the simple winch or a turnbuckle.

The head of the Moscow research laboratory Yury Parkhomenko specified that for the solution of this problem in the government discuss an issue of remote inspection of already registered vehicles.

In connection with the new rules difficulties can face at the car owner who purchased the bumper made by the third-party company to the machine. Theoretically, even the heating of seats set freelance will need to be estimated at laboratories, as well as other electric devices too, Izvestia notes.^{[1] [2]}
