Biography

Valery Stepanovich Zubakha was born on August 7, 1955 in Semipalatinsk.

In 1978 he graduated from the Military Academy. F.E. Dzerzhinsky with a degree in Programming.

In 2002-2004 he studied at the graduate school of the Saratov Law Institute. Candidate of Law.

From 1978 to 1992 he served in the ranks of the Armed Forces of the USSR and the Russian Federation.

In 1992-2001 he worked at the Forensic Center. MINISTRY OF INTERNAL AFFAIRS Russia

From 2001 to 2005 he worked at the Ministry of Finance of Russia.

In January 2005, he was appointed Deputy Head of the Department of Departmental Programs of the Federal Treasury.

Since 2008, he worked in the Government of Moscow as Deputy Head of the Moscow City Informatization Department.

From October 2009 to February 2011 - Director of the Electronic Government project of Rostelecom OJSC.

In May 2015, he holds the position of head of the research center of JSC Management Systems.
