GLONASS started cooperation with Kaluga region

2021: Agreement on the Application of Information and Telecommunication Technologies

In January 2021, a cooperation agreement was concluded between the GLONASS joint-stock company (operator of GAIS ERA-GLONASS) and the Government of the Kaluga Region. The document was signed by the CEO of JSC GLONASS Igor Milashevsky and the governor Kaluga oblastivladislav Shapsha. This was announced by GLOGNASS on February 12, 2021.

The partnership will contribute to the realization of one of the priority tasks of the region - the formation of conditions for its development through the use of information and telecommunications technologies both in business and in the public administration system.

In accordance with the Federal Law of December 28, 2013 No. 395-FZ "On the ERA-GLONASS State Automated Information System" (part 1 of article 5.1 of Federal Law No. 395-FZ) creation of state information systems (including, within the framework of concession agreements), in the functioning of which the use of navigation information is supposed, is carried out on the basis of the mandatory use of the information resource, software and hardware and technological infrastructure of the ERA-GLONASS GAIS in the created information system. Operators of in-service information systems have the right to use the components of the ERA-GLONASS GAIS when operating the relevant information systems in the presence of the technical possibility of such use.

GAIS ERA-GLONASS provides prompt receipt of information about road traffic and other accidents on roads in the Russian Federation, processing of this information, its storage and transfer to emergency operational services. The digital platform created by GLONASS JSC for the functioning and development of ERA GLONASS GAIS serves as the basis for the formation of various services in the interests of citizens, businesses and the state in the transport, telecommunications and IT industries. JSC GLONASS has competencies for solving complex technological problems and experience in implementing large-scale state projects.

It is assumed that cooperation between GLONASS JSC and the Government of the Kaluga Region will develop in the following areas:

• improving road safety, reducing mortality due to road accidents, as well as in water and air transport - including through the development of information interaction with emergency operational services;
• establishment and development of transport and logistics monitoring systems for various sectors of the region's economy;
• formation of intelligent transport systems (ITS) and road services based on application of modern information and telecommunication technologies;
• creation and development of coordinate-time, geodetic, cartographic and hydrometeorological support systems;
• integration of created IP with federal and international systems;
• implementation of pilot programs, studies and pilot projects, including in the field of high-precision positioning;
• development of draft regulatory legal acts and regulatory technical documents in the field of navigation activities.

The parties also agreed to work together to increase public awareness of the possibilities of ERA GLONASS GAIS, as well as to popularize navigation technologies and their use in various areas of economic activity.
