2021: Mishustin appointed the Ministry of Digital Affairs responsible for controlling the "maturity figure" of health organizations
In May 2021, Prime Minister Mikhail Mishustin signed an order of the Government of the Russian Federation, which makes changes to the federal plan of statistical work in assessing the effectiveness of governors. One of the new points concerns the "digital maturity" of regional authorities and health organizations, which implies their use of domestic IT solutions. The Ministry of Digital Affairs was entrusted with collecting data on the implementation of this target.
In the decree of the President of the Russian Federation "On National Development Goals of the Russian Federation for the Period until 2030," one of the priority areas of the country's development was called digital transformation associated with achieving the "digital maturity" of key sectors of the economy and social sphere, including health care. The goal is to increase the share of mass socially significant services available in electronic form to 95%. The necessary conditions for achieving the national goal include:
- the availability of Internet access in medical organizations, allowing effective interaction with colleagues and patients;
- provision of digital technologies for treatment and prevention of diseases, systematization of internal processes;
- improving the quality and accessibility of medical services, including with the use of new technologies.
The federal plan of statistical work, which was up to date by May 2021, contains several indicators affecting the digitalization of health care. For example, the Ministry of Health of the Russian Federation under the federal project "Creating a single digital circuit in healthcare based on EGISZ" controls the number of citizens who used the services in the patient's personal account "My Health." The agency also monitors the proportion of clinics using information systems to organize and provide care to patients.[1]
2020: Ranking of digital maturity of regions in the health sector
In mid-February 2021, the Government of the Russian Federation announced a rating of digital maturity of the constituent entities of the Russian Federation in the field of health care in 2020. The best regions are named:
- Tula region (97.4%);
- Tambov region (94.6%);
- Leningrad region (94.5%);
- Republic of Chuvashia (93.1%);
- Belgorod region (92.6%);
- Kirov region (92.3%);
- Sakhalin region (92.2%);
- Penza region (91.5%);
- Republic of Bashkortostan (90.9%);
- Altai Territory (90.6%).
The following subjects of the Russian Federation demonstrated the worst indicators in the rating:
- Republic of Crimea (49.8%);
- Ivanovo region (46.7%);
- Sverdlovsk region (42.3%);
- Kamchatka Territory (34.5%);
- Primorsky Territory (33.2%);
- Stavropol Territory (32.4%);
- Vologda Oblast (31.7%);
- Omsk region (26.6%);
- Rostov Region (26.5%)
- Jewish Autonomous Republic (20.6%).
The evaluation criteria were as follows:
- Infrastructure including, but not limited to, the equipping of health workers with an automated workplace;
- introduction of medical information systems and information interaction with EGIS;
- provision of electronic services and services on the public services portal;
- introduction of centralized information systems in the constituent entity of the Russian Federation, as well as interdepartmental electronic interaction.
Such an analysis in the format of a rating on the work done in the entities will form the basis of a strategy for the digital transformation of healthcare.
