On April 28, 2009 in Moscow the Non-profit partnership of assistance to development of national information and communication digital networks Russian Internet was registered.

In the activity partnership is aimed at the development of the advanced Russian technologies in plot area of a technical basis of modern information society.

Without existence of a high-quality uninterrupted communication it is impossible to achieve sustainable development of the state in general.

In turn the amendments are entered by a world financial crisis which action sets thinking on need of revival of the Russian industry of the equipment and devices in the field of information technologies.

Computer digital networks will become the main channel of delivery of information to all citizens of Russia in the near future. Already now projects of delivery of all daily information are born in apartments to citizens of Russia on one fiber optic cable.

During discussion of the project of development of the new operating system and perspectives of development of the computer equipment the assumptions sound that the Network and the computer should become a whole, and it leads to new requirements for network security and network services.

The modern Internet was developed 40 years ago and already not fully satisfies all technology requirements of modern life. Creation of new network and utility programs increases load of communication channels and in the nearest future will sharply raise the cost of possession of the Internet.

In the large cities of Russia, such as Moscow, St. Petersburg, Yekaterinburg, demand for network services generated the relevant proposals. But in regions a reverse situation. From more than 90 million potential Russian users at network there are about 40 million, i.e. less than 50% of the capable population of the country.

Commercial promotion of the Internet declined. Time of social programs came. And here Russian "kulibina" will be able to tell the word. Russia did not exhaust the national capacity, it only waits for the hour, and it came.

The birth of Russian Internet Non-profit partnership is spirit of the times. At the moment when the market relations glitch, we need to integrate and get from "grist" all the cheap, low-profitable, but extremely demanded today domestic developments capable to lift the Russian information technologies on due height.

It is undoubted that all new ideas will demand completions and alterations, and it in turn will demand time and resources. But secondary investments into tools and technologies which lie on shelves and are waiting in the wings, will incomparably less than that Work which was put decades by the Russian people, refusing to themselves the most essential, and still living in hope for self-realization. Time of Russian Internet as social information and technology project of new type came. Within the project it is necessary to combine efforts of all Russian developers capable to tell the loaded word in the heaviest conditions of financial crisis.

It is necessary to provide for 100% with digital communications and services all population of the country, it can help many people to find work where they would not be.

Already now in Partnership several conceptual programs - "Municipal Digital Medium" which in the commonwealth with the International Academy of the Innovative Social Technologies (IAIST) will help to provide regions with necessary social programs are adopted to implementation, assumes creation of the full-fledged digital networks managed by new owners – municipal entities.

The concept "1/1" directed to implementation of the idea of failure from all copper wires when laying engineering low-current communications with complete replacement by fiber optic cables. Only two cables – power power supply and digital optical should come into each house and the apartment. It is necessary to be exempted from all electromagnetic aimings in apartments and also infinite boards on ladders and bundles in communication channels.

Application of power-resource-saving technologies will allow to reduce repeatedly energy consumption in country scales. Each house is freed by from 4 to 10 kg of metal wires. Each village will approach modern education and medical care.
