2021: Development of the management system of the national project "Education"

On February 25, 2021, the IBS team announced the development of a system that allows the management of the national Education project (NPA NGO). The system covered the activities of 84 regional project offices throughout the Russian Federation.

At the start of the project, the team faced the following problems:

• Organize electronic interaction between key participants of the national project (educational organizations, educational management bodies of the constituent entities of the Russian Federation, the federal ministry).
• Eliminate double entry by creating integration mechanisms and consolidating large amounts of data into a single repository.
• Provide regional project offices with tools for the organization of project management.
• Create an opportunity to generate analytics on the fly and build algorithms for the appearance of warning signals and risk forecasting in the execution of national project activities.

The NGO IAP consists of a departmental data repository that aggregates all information on a national project. The data in the repository comes from two types of sources:

• Integration components that allow real-time loading of data from 8 systems of federal value.
• Data collection and consolidation subsystem, in which representatives of regional departmental project offices work. This subsystem collects additional data on the implementation of the national project, which cannot be obtained centrally.

Based on the information stored in the departmental, to the database there is a mobile dashboard that allows the leadership of federal executive bodies to receive operational analytics about the implementation of the national project, necessary for making managerial decisions. For employees of federal and regional departmental project offices, an analytical subsystem has been created (development on 1C technologies), which allows users to carry out analytical work with data through an interface with the ability to export data in a convenient format.

The entire NPO PSMS circuit is protected by a complex security system, which consists of Russian protective equipment. In 2020, the system was certified according to the requirements of the legislation of the Russian Federation in the field of protection of state information systems.

We have assembled system architecture from very different components. This made it possible to select the best technological solutions for each task and make the system free from sanctions risks. The resulting product can be scaled and adapted for other projects related to the management of state projects and programs at both the federal and regional levels, "comments Konstantin Egoshin, director of the IBS branch.

At the end of 2020, the specialists of the Center for Information, Analytical and Project Support of National Projects of the Academy of the Ministry of Education of Russia - the departmental project office of the national project "Education" connected the regional departmental project offices of all constituent entities of the Russian Federation to the system.
