Career

1993-2004

From 1993 to 2004 worked in various positions in commercial organizations of Saratov: LDP Alisa in Saratov, Eska Group, Radio Service-Mobile, etc.

Since 2004, he worked as director of a number of outsourcing IT companies engaged in the installation and maintenance of enterprise servers, computer and office equipment, technical support of users, development and optimization of corporate information systems.

2020

In September 2020, he was appointed First Deputy Minister of Digital Development and Communications of the Saratov Region.

2021: 151st place in the ranking of regional IT officials in terms of income

For the period from January 1, 2021 to December 31, 2021, the income of the family of Vladimir Starkov amounted to 1.5 million rubles. The official's personal income is 1,254,532 rubles, the income of family members is 231,745 rubles. As a result, 151st place in the ranking of regional IT officials by income for 2021 according to CNews Analytics[1].

2022: Appointment as Minister of Digital Development and Communications of Saratov Region

In October 2022, Vladimir Starkov was appointed Minister of Digital Development and Communications of the Saratov Region. This happened a few months after Starkov became the acting head of the department after the departure of Adel Slavutin from the post of head of the Ministry of Digital Development and Communications.

Slavutin left the post on his own initiative. His new place of work by October 21, 2022 has not been named.

According to the Unified State Register of Legal Entities, by October 21, 2022, Vladimir Starkov is still listed as the founder of two companies, Infosystems LLC and Information Systems LLC. In 2017, the team of Vladimir Starkov almost became a resident of Skolkovo. As he explained for SaratovIT, this did not happen only because from September of that year it became impossible to be a member of the Skolkovo project remotely, and the decision to move physically was never made.[2]
