TEK-Torg and Inter RAO simplified suppliers' access to the Group's procurement

2021: Launch services on the Ecomeda online platform

On March 15, 2021, TEK-Torg JSC announced that together with the Inter RAO Group, they launched services for suppliers on the Ecomeda online platform. These forms and channels of interaction with suppliers will simplify access to procurement, financial instruments, expand the range of participants in procurement procedures, as well as increase the efficiency of finding development and technical solutions for the introduction of Inter RAO Group companies into production activities. Services are available on the website of the Federal Electronic Trading Platform "TEK-Torg" in the section of procurement procedures "Inter RAO."

Since 2021, on the unified online platform "Ecomeda" for suppliers of equipment, works, services of companies of the Inter RAO Group, functional services have been launched, such as preliminary search for purchases, technical specifications, search for partners for collective participation, accreditation and others. The services "Single Technology Presentation Window" and "Provision of TKP" allow you to present products or technical solutions in various areas of activity to technical experts of the Inter RAO Group without sending official appeals and provide your technical and commercial proposals.

To facilitate the access of procurement participants to financial instruments, the online platform also implemented functionality that allows suppliers to use a complex of financial services - factoring and issuing bank guarantees related to ensuring the fulfillment of obligations under concluded contracts.

Also in 2021, the procedure for participating in procurement was simplified with an initial (maximum) price of up to 5 million rubles (inclusive). One of the changes was the possibility of submitting part of the application in digital form, through the ETP functionality, which in turn completely eliminates the possibility of an error in the appropriate form and the subsequent rejection of the application. When conducting purchases up to 5 million rubles, the qualifying and evaluation requirements for participants in the procedures were reduced. Thus, the requirement for financial stability is replaced by security for the fulfillment of obligations under the contract.

This is a different scheme for protecting Group companies from credit risks, "said Svetlana Khorunzhaya, procurement director of the Supply Division of Inter RAO PJSC. - Instead of an examination of the financial stability of the procurement participants, a mandatory requirement is introduced to ensure the proper execution of the contract. This measure will significantly expand the list of participants due to the possibility of participation of suppliers with high credit risk. At the same time, the risks of the customer from unscrupulous suppliers will be provided by a bank guarantee or pledge of funds.

The lead-time for such procurement is reduced by the non-implementation of the renegotiation procedure, negotiations and additional requests for clarification of bids. This procedure will allow the customer to publish the final protocol 2 weeks after the deadline for submitting applications, as well as reduce the risks caused by a long waiting period between the submission of an offer and its acceptance.

Launching the Ecomeda online platform in 2019, we set ourselves the goal of creating a universal tool for market interaction with the Inter RAO Group, "said Dmitry Sytin, General Director of TEK-Torg JSC. - The introduction of additional services on the platform gives us the opportunity to constantly increase the efficiency of such interaction. As of March 2021, Ecomeda is developing as a single electronic window, allowing suppliers and manufacturers, including SMEs, to use only those services and communication channels that are relevant and applicable in each particular situation. On the side of the Inter RAO Group, a mechanism for working out such calls is built and working perfectly.
