The volume of public procurement in the field of IT decreased by 41 billion rubles
On February 1, 2022, the operator of the federal electronic platform of TEK-Torg JSC announced that at the end of 2021 the volume of purchases in the field of information technology for 44-FZ amounted to 203 billion rubles, which is 17% lower than in 2020. IT purchases under Federal Law 223-FZ amounted to 342 billion rubles, 2 billion rubles more than a year earlier.
According to the Unified Information System, in total in 2021, more than 2.3 million notices with a total value of 10.2 trillion rubles were posted in the framework of 44-FZ in all sectors. Under 223-FZ, more than 1.1 million notices were placed on procurement with a total value of 19.3 trillion rubles. The predominant way of determining the performer for this period was an electronic auction - more than 30% of the total number of notices placed, which is equivalent to the amount of 9.3 trillion rubles.
In 2021, the volume of public procurement in the IT sector accounted for a significant part of the funds for the purchase of software and licenses - 16.5 thousand procedures in the amount of 113 billion rubles. Purchases of computers and peripheral equipment amounted to 109 billion rubles, which is 26% less than in 2020. The number of such purchases decreased by 21% - to 29.6 thousand units.
A decrease in procurement volumes on the IT market is quite natural, "said Dmitry Sytin, Director General of TEK-Torg JSC. - 2020 was marked by a rapid growth in purchases of both software and equipment. This is due to changes that commercial organizations, government companies and budget customers have undergone during the pandemic. There was an urgent need to procure VKS systems, desktop computers, laptops, equipment and software to build remote operations, establish online communications and business processes. By 2021, most customers have already managed to equip themselves with the necessary IT resources, so we saw a decrease of 17% by the end of the year. Nevertheless, if you compare these indicators with 2019, then the market simply returned to work normally. " |
According to Federal Law 223-FZ in 2021, the volume of purchases in the field of IT amounted to 342 billion rubles, 2 billion rubles. more than a year earlier. A significant part of the funds came from the purchase of software and licenses - about 16.2 thousand procedures worth 166 billion rubles. The volume of NMC purchases of equipment increased by 27% compared to 2020 and amounted to 181 billion rubles. The number increased by 6% and amounted to 29.2 thousand procurement procedures.
According to the results of 2021, the TOP-5 organizers included: Interregional branches of PKU TsRD, FSBI FKP Rosreestra, DIT of the city of Moscow, UNTO Special Communications FSO of the FSO of Russia RTU MIREA, research center Kurchatov Institute. The regions with the largest amount of IT procurement under 44-FZ included Moscow, St. Petersburg, the Republic of Tatarstan, Moscow, Kaluga, Rostov, Nizhny Novgorod and Samara regions, as well as Perm and Primorsky Territory.

According to the results of 2021, TEK-Torg JSC retained the volume of procurement procedures placed on the electronic trading platform in cash equivalent - 3.5 trillion rubles. During this period, 387,556 procedures were placed on the site, which is 39% more than a year earlier. The company announced this on January 28, 2022.
In the second half of 2021, the number of procedures placed on the federal electronic site of TEK-Torg increased by 14% compared to the first half of the year and amounted to 208,848 units, the volume of NMC increased by 35% and amounted to 1.99 trillion rubles. At the end of the year, the share of TEK-Torg in the 44-FZ market amounted to 5.09% in terms of the number of purchases and 4.51% in terms of the volume of NMTs. By the number of purchases on the 223-FZ market, the share of TEK-Torg amounted to 2.89%.
As of January 2022, more than 4,800 organizers were represented at the site, including Russian companies in the financial sector, the fuel and energy complex, metallurgy, transport, telecommunications and other industries. The number of registered suppliers is 627 thousand.
The ETP operates sections of the largest companies in Russia, such as PJSC NK Rosneft, PJSC Inter RAO, Gazprom Bureniya LLC, etc. Among the priority areas of activity are public procurement under 44-FZ, purchases under 223-FZ, commercial purchases, property tenders, small purchases, sale of unclaimed property, sale of seized property, sale of hydrocarbon raw materials of the group of NK Rosneft, etc.
High results at the end of the year were shown by the section "Online Store," which was launched in 2017. In 2021, 119 thousand orders were published in the section, which is 53 thousand more than in 2020, in the amount of more than 48.9 billion rubles, which is also 43 billion rubles more than a year earlier.
The section for the sale of unclaimed property was launched in 2017. In 2021, the amount of sold unclaimed property at the TEK-Torg ETP amounted to more than 22 billion rubles. As of January 2022, this is a full-fledged service that allows buyers throughout Russia to acquire the property of regional, municipal and federal organizers, as well as unclaimed, seized and confiscated property. The total volume of sales for the entire period of the section amounted to more than 86.6 billion rubles.
Since June 2020, bidding for the sale of seized property has started. During this period, 9,105 lots were published with an initial price of 17.86 billion rubles, of which 7,330 lots ended with an initial price of 14.7 billion rubles. The number of participants was 3,796.

A lot of work on working with the market is carried out by the Training Center of TEK-Torg JSC. In 2021, more than 300 training events were held, including conferences, seminars and webinars, in which more than 48,000 participants participated. The practice of face-to-face events in the regions was resumed - Supplier Days were organized in Moscow, Krasnoyarsk, Khabarovsk, Ufa and other cities. The branding style was traditional weekly online consultations for customers and suppliers, at which experts from the field of procurement live answer the most relevant questions. At these events in 2021, more than 24,500 participants received consultations.
The practice of holding open online events on popular and hot topics has continued, one of the examples is a webinar on the topic of changes in monthly reporting, which was visited by more than 3,000 people.

On April 26, 2022, the operator of the federal electronic platform of TEK-Torg JSC announced the launch of the Production Cooperation and Sales service for entrepreneurs. Growth of IT public procurement in 44-FZ by 16% to 245 billion rubles
On February 18, 2021, TEK-Torg JSC reported that by the end of 2020, the volume of purchases in the field of information technology for 44-FZ amounted to 245 billion rubles, which is almost 16% more than in 2019. IT purchases under Federal Law 223-FZ decreased by 6% and amounted to 334 billion rubles.
In total, in 2020, according to the Unified Procurement Information System, within the framework of Federal Law 44-FZ, more than 2 million notifications of procurement with a total value of 9.5 trillion rubles were posted in all sectors. According to 223-FZ, more than 1 million notices were placed in the EIS with a total value of 11.9 trillion rubles. The predominant way of determining the performer for this period was an electronic auction - more than 40% of the total number of notices placed in the amount of 9.2 trillion rubles.
Public procurement in the field of IT (computers and peripheral equipment, software and licenses) under 44-FZ in 2020 increased by almost 16% and amounted to 245 billion rubles compared to 2019. In 2020, under 223-FZ, a significant part of the funds (15.4 thousand procedures) fell on the purchase of software and licenses - in the amount of 201 billion rubles (for example, in 2019, 15.6 thousand procedures were placed in the amount of 149 billion rubles). In 2020, the volume of NMC purchases of "iron" (computer and peripheral equipment) decreased by 34% compared to 2019 and amounted to 138 billion rubles. In total, 27.4 thousand procedures were placed (in 2019 - 29 thousand procedures).
The Top 5 customers in 2020 included: FSUE State Corporation for ORVD, JSC Rosselkhozbank, JSC Russian Railways, JSC Concern Rosenergoatom, LLC RT-Inform. Most IT purchases for 223-FZ were carried out in Moscow and the Moscow region, St. Petersburg, Sverdlovsk and Nizhny Novgorod regions.
At the end of the year, under 44-FZ, 16.8 thousand procedures were published for the purchase of software and licenses with a total amount of 123 billion rubles. For example, in 2019, government customers made about 17 thousand such purchases in the amount of 96 billion rubles. The volume of NMC purchases of computer equipment amounted to 147 billion rubles, which is 15% more than in 2019. At the same time, the number of purchases decreased from 48.3 thousand procedures in 2019 to 37.5 thousand in 2020.
According to the results of the year, the TOP-5 organizers included: Interregional branches of PKU TsRD, FSBI FKP Rosreestra, FSBVU Centrregionvodkhoz, DIT of Moscow, RTU MIREA. Among the regions with the largest volume of IT purchases under 44-FZ are Moscow, St. Petersburg, Krasnodar Territory, Moscow and Kaluga Regions.

On January 19, 2021, TEK-Torg JSC announced that in 2020 the volume of NMTs (initial maximum price) of procurement procedures placed on the federal electronic trading platform of TEK-Torg increased by 48% compared to 2019 and amounted to 3,554 billion rubles. In total, more than 279 thousand procedures were published on ETP, which is 61% more than a year earlier.
In the second half of 2020, the number of procedures placed on the federal electronic site of TEK-Torg increased by 18% compared to the first half of the year and amounted to 152,837 units, the volume of NMC increased by 215% and amounted to 2,698 billion rubles. In general, in 2020, 279,425 procedures were published on ETP, the volume of NMTs amounted to 3,554 billion rubles.
As of January 2021, sections of large companies in Russia, such as PJSC NK Rosneft, PJSC Inter RAO, Gazprom Drilling LLC, etc. are operating on the site. At the end of the year, the number of tenders held in the Section "Sale of Hydrocarbon Raw Materials of PJSC NK Rosneft" increased by 8% compared to the same period in 2019.
Since 2017, the Online Store section has shown high results. In 2020, 65 thousand procedures were published in the section, which is 36 thousand more than in 2019, in the amount of more than 6.09 billion rubles, which is 3.79 billion rubles more than a year earlier.
For more than three years, TEK-Torg has been developing a section for the sale of unclaimed property. During this time, it was possible to build an effective service that allows buyers throughout Russia to acquire the property of regional, municipal and federal organizers, as well as unclaimed property of companies, through public offers and electronic bidding. In 2020, the amount of sold property in the section amounted to more than 19 billion rubles. Since 2017, the total sales amounted to more than 52 billion rubles.
Since June 2020, TEK-Torg has been developing a section on the Sale of Seized Property for organizations and public tenders for the sale of seized property of TU Rosimushchestvo and specialized organizations providing services for the sale of seized property. During this period, 6,100 lots were published with an initial price of 11.3 billion rubles, of which 3,961 lots with an initial price of 7.5 billion rubles were completed. For operational work with the procedures of Rosneft NC PJSC in the fall of 2020, TEK-Torg JSC developed the Rosneft Procurement mobile application, which has become a communication tool for all participants in the procurement activities of Rosneft NC PJSC and Group Companies.
Together with Inter RAO - Procurement Management Center and PJSC Otkritie FC Bank, a project was launched to introduce the Factoring digital financial service. As a result of the launch of the digital module in the Inter RAO section, it was possible to reduce the implementation time by 8 times - from 44 to 5.5 working days from the decision on the use of factoring to the first financing.
In August 2020, TEK-Torg JSC automated small-volume procurement procedures for the Chuvash Republic. The "Small Volume Procurement Portal" allowed representatives of small and medium-sized businesses to openly work with potential customers in digital format both in their region and throughout Russia. Using the electronic service saves 12% of the money annually. In December, the Small Procurement Portal was integrated with the Portal of Suppliers Internet resource created by the Moscow Government. The integration of the two digital platforms significantly simplified the access of regional entrepreneurs to procurement and ensured the further development of competition.
In 2020, the SME Corporation and TEK-Torg JSC held 74 training seminars, in which more than 6.5 thousand SMEs took part. 260 training events (webinars, seminars, distance courses, trainings and conferences) were organized by the TEK-Torg Training Center. They were attended by 26,037 people from 13,197 organizations in Russia. They tested and launched a different format of interaction with the market - holding online conferences. The events brought together more than 27,000 listeners from all over Russia.
Integration with regional procurement information systems in 80 regions of Russia
On November 16, 2020, the operator of the federal electronic platform of TEK-Torg JSC announced the implementation of a project to |integrate ETP with regional automated systems for planning and organizing procurement activities. The project was implemented with Russian vendors, whose systems operate in more than 80 regions of the country.
The integration of the Federal Electronic Platform "TEK-Torg" with regional and municipal information systems of procurement has become an important tool for fulfilling common requirements in the field of procurement, improving the efficiency of activities, as well as reducing the labor costs of customers and authorized bodies for the formation of notices, procurement and monitoring procurement activities.
The implementation of the project made it possible to automate a number of procedures that were previously carried out in the form of separate operations, including centralized regional procurement planning, all types of regulated procurement: from collecting requisitions, selecting a supplier and concluding a contract, to maintaining a register of contracts, informing in official sources, as well as preparing analytical reports.
As of November 2020, in the field of placing a state order, the most important issue is increasing the transparency and efficiency of spending budget funds. Regional systems accumulate data on all procurement transactions from different levels of budgets. The federal electronic platform "TEK-Torg" is integrated with regional systems in more than 80 regions of Russia, which allows you to regulate the entire procurement chain: from the moment the budget is formed to monitoring the execution of the contract with an assessment of the effectiveness of each particular procedure.

2015: Volume of purchases - 613 billion rubles
The electronic trading platform of TEC-Torg CJSC with a section for Rosneft appeared on the procurement market in 2015 as the procurement operator of Rosneft. At the end of 2015, it entered the top three largest trading operators for 223-FZ - they accounted for 52% of electronic purchases of state-owned companies.
By volume of purchases (613 billion rubles) TEK-Torg lost only to ETP Gazprombank (1.5 trillion rubles) and B2V-Center (737 billion rubles). According to RBC Publishing House, the share of Russian products purchased in 2015 in the total volume of purchases from Rosneft is 83%.
