MFC Lipetsk region transferred its IT system to Astra Linux OS

March 16, 2021 it became known that the IT infrastructure of the regional budget institution "Authorized Multifunctional Center for the Provision of State and Municipal Services of the Lipetsk Region" is being transferred to the Astra Linux OS . As of March 2021, 129 AWS employees are already working on the Russian platform, and 96 server OSs are migrating in the process . The import substitution plan is being implemented by experts of the Vkorpe system integrator and the Profi group of companies, which specializes in process automation and IT security.

As explained, the goal of the project was to create a system on the basis of a Russian ON IT system that will ensure continuous operation MFTS in compliance with information security requirements, as well as allow employees to achieve performance targets. The MFC Lipetsk region serves residents in all municipalities in the region, providing about 400 types of services, and the number of services available to the population is constantly growing. The management of the MFC attaches great importance to process automation and the protection personal data of citizens, therefore, Russian products were chosen for the updated infrastructure Astra Linux Common Edition : the release of Orel,, SZI anti-virus ON Kaspersky Cryptophit, security tools, etc. ViPNet

To ensure the correct and stable operation of the updated customer IT system, experts from Vkorpe and Profi had to not only install and configure Astra Linux and other Russian software, but also resolve a number of non-standard situations.

First of all, it was necessary to maintain the availability and operability of the entire functionality of certified SZI, and to build the migration procedure on the domestic platform so that it does not interrupt the working processes of the MFC.

The priority has been to ensure that the products being implemented are compatible with both the information systems and resources that customer personnel use in their daily work, as well as with the hardware.

In addition, security administrators, sisadmins and MFC users previously worked with Windows, and many of them did not have the knowledge that is needed to use and maintain domestic software. Often, employees were not ready to apply unusual concepts and principles of working with the Astra Linux OS, or to the additional load caused by the need to master another system.

Specialists from Profi and Vkorpe Group of Companies developed a migration mechanism taking into account all the features of the Lipetsk MFC, and as a result, the implementation of the import substitution plan is successful.

According to the requirements of the legislation, the updated infrastructure involves Russian software: information security tools Kaspersky Endpoint Security for Linux, Dallas Lock Linux, ViPNet Client for Linux, ViPNet Personal Firewall, Crypto Pro CSP, as well as domestic web browser and office package. The issue of IT security was resolved by re-certification of those segments of the system that are responsible for information protection and were affected by migration.

In order to establish the correct functioning of the equipment fleet in the Astra Linux OS environment, experts have selected the appropriate Russian drivers.

The modernization of the information systems used by the customer helped ensure their compatibility with domestic software, and the introduced methods and tools of work allowed MFC employees to fulfill their duties in normal mode even during migration.

The document flow was built using the Russian office package and cloud technologies for storing and processing files, while document templates led to a format that supports office tools delivered with the OS.

The issue of the qualifications of administrators has also been resolved: the MFC staff received all the instructions, reference and training materials that are needed in order to quickly master and begin to effectively use the software.

As of March 2021, it is difficult to overestimate the role of the MFC in the interaction of the state and the population. The number of issues that Russians solve in the centers is growing rapidly. Therefore, automation of activities, increased efficiency and speed of processing applications, protection of confidential information and stability of systems is of great importance. The implementation of the migration project of the MFC of the Lipetsk region replenished the existing experience in the implementation of Astra Linux and made it possible to make the transition mechanisms more efficient and comfortable for customers.

The main task of import substitution is to comply with the requirements of the current legislation at both the federal and regional levels. At the federal level, these are recommendations for the transition of regional executive authorities and local governments to the use of domestic office software (Order of the Ministry of Digital Affairs of Russia dated June 08, 2018 No. 335), and at the regional level - the order of the administration of the Lipetsk region dated 11.02.2019 No. 48-r "On the approval of the action plan (schedule) the transition of the administration of the Lipetsk region, the executive authorities of the Lipetsk region to the use of domestic office software. " Experts of the UMFC OBU tested a number of OS from the Registry of domestic software and as a result, Astra Linux was preferred. For users, the habit of the OS interface is of great importance, and for system administrators and technical specialists - the compatibility of Astra Linux with solutions used in the MFC. In addition, a separate plus is a lot of information about the installation and configuration of the system, as well as operational technical support.
