Dmitry Milovantsev was born on November 5, 1971 in Leningrad. He graduated from St. Petersburg State University of Economics and Finance with a degree in Economic Cybernetics in 1994.
He worked in the Finance Committee and the Committee of Economics and Finance of the St. Petersburg City Hall. He held senior positions at the St. Petersburg Bank for Reconstruction and Development and at RAO UES of Russia.
In the early 2000s, he worked in the Svyazinvest holding, participated in the preparation of the reform, after which several dozen regional telecommunication enterprises turned into seven enlarged interregional companies (MRK).
Since March 2002 - Head of the Coordination Department of the Federal Targeted Program "Electronic Russia" of the Ministry of Communications and Informatization. From October 2002 to March 2004, he served as Deputy Minister of the Russian Federation for Communications and Informatization, and from 2004 to 2008 he was Deputy Minister of Information Technology and Communications of the Russian Federation.
Also for several months he headed the Federal Communications Agency, separated from the Ministry of Communications during the administrative reform. In particular, he was responsible for connecting 50 thousand Russian schools to the Internet.
After his dismissal from the Ministry of Communications in 2008-2010. was chairman of the board of directors of the Zelenograd plant Angstrom, and also served on the board of the Armada group of companies.
In 2017, Milovantsev became an adviser to the president of Rostelecom, Mikhail Oseevsky.
