March 19, 2021 it became known about the plans of Rosavtodor to create an automated system for analyzing pricing in road construction (IS CDS). The Federal Road Agency intends to spend 390.4 million rubles on the project until 2023.

According to Kommersant, information about this initiative is contained in the plan for the digital transformation of Rosavtodor, which was published on February 26, 2021. According to the tender documentation referred to by the newspaper, the technology should, using a large data analysis, calculate an adequate initial (maximum) contract price and deadlines for the preparation of tenders, as well as identify "anomalies" in them. It is planned to integrate the CDS with the IT systems of Rosavtodor and the public procurement site.

According to the general director of the RTS tender Vladimir Lishenkov, Big Data is the most promising technology for setting an adequate contact cost. It will allow taking into account many factors when calculating prices, in particular the specifics of the region, he explained.

According to the head of the STOPkartel organization, Alexander Kulakov, road construction is the most voluminous segment of public procurement in the country, and there is a high probability of theft of money. The system will allow you to manage the cost of work through the analysis of completed projects using Big Data technology.

The president of the association "Commonwealth of Operating Organizations" Alexei Amelekhin says that state customers in the road industry by March 2021 face problems associated with the lack of established prices for certain types of work. And the creation of such an analytical tool in the field of pricing as IS CDS will help to timely identify work not provided with prices, as well as to form a list of estimated norms and standards that require development and updating, he believes.[1]
