Informatization of control and supervision activities
2021: Preparation for launch of unified register of control types
On April 4, 2021, the Government of the Russian Federation announced the upcoming launch of the Unified Register of Types of Control (Supervision). It will work on July 1. The corresponding resolution was signed by Prime Minister Mikhail Mishustin.
According to the press service of the Cabinet, as a result of the innovation, the entire set of control data in the country will become uniform. The use of information from the register should prevent technical errors and violations associated with the introduction of information contrary to regulatory acts. Entrepreneurs will be able to see data on each type of control on the Internet and find out with what frequency checks will be carried out in relation to their business.
In fact, we are talking about the digitalization of regulatory acts and regulations, which will subsequently systematize the control and supervisory sphere, the Government of the Russian Federation explained. |
The register will be maintained by the Prosecutor General's Office, but now - within the framework of a strict classification, which will not allow controllers to enter the register, and therefore conduct unauthorized inspections. It is assumed that the register will be integrated with other state IT systems, including it will take into account the summary data of pre-trial appeals against the controllers' claims.
Russian President Vladimir Putin instructed to switch to new rules in the work of control and supervisory bodies and improve legislation. In this regard, a new law on control and supervisory activities was previously adopted. Its main provisions will enter into force on July 1, 2021.
