Development of standard solution for automation of control and supervision activities
In September 2017, the Prime Minister of the RFDmitry Medvedev approved an action plan ("roadmap") for the creation, development and commissioning of a standard cloud solution for automating information collection and processing processes by control and supervisory authorities (download to PDF). The plan for 2017-2019 is calculated.
According to the plan, in the fall of 2017, a regulation on a typical cloud solution and a standard for informatization of control and supervisory activities should be developed. It is planned to put the decision into operation by October 1, 2018, and connect the entities of the Russian Federation exercising regional state control to the system of executive authorities by August 1, 2019.

It is planned to create a cloud solution in order to optimize labor, material and financial resources in the implementation of state and municipal control, to increase the efficiency and effectiveness of control (supervisory) activities.
Explaining the need to introduce a new solution, the authorities refer to the positive world experience in automating supervisory measures and expect to achieve a similar result. Among the expected effects of automation is a reduction in the number of personal visits of inspectors to audited organizations.

Earlier, in 2016, a prototype cloud solution was developed that provides automation of the main processes when implementing control and supervisory functions. This was evidenced by materials to the subcommission on the use of IT in the provision of state and municipal services dated December 27, 2016[1]. The development was carried out by the subordinate Ministry of Communications Research Institute "Sunrise." Pilot testing of the prototype was planned for the first half of 2017.
For 2017, it was also planned: adapting the prototype of a standard cloud solution to the requirements of the standard for informatization of control and supervisory activities created in 2017, connecting the standard cloud solution to information sources through SMEV and conducting experimental operation in control and supervisory authorities.

The essence of the reform of control and supervisory activities
