2020: The development of monitoring services for the state platform for data collection has been completed

On August 11, 2020, WaveAccess announced the inclusion of a project to develop a unified platform for collecting and analyzing data on control and supervisory activities. The IT company was responsible for creating four vertical solutions as part of the platform: systems for remote supervision of the state of cultural heritage sites, monitoring the state of atmospheric air, remote control of illegal deforestation and overgrowing of agricultural land. 2019

Rostekhnadzor asks for money to introduce remote control systems

Rostekhnadzor develops information systems for control and supervisory measures. In particular, the department plans to introduce a system with the conditional name "Electronic Inspector," as well as a system for remote monitoring of technological processes. To implement this project, the federal service asks the government to allocate funds to it to modernize the IT infrastructure, which has practically not been updated since 2014 and is outdated "not only morally, but also physically." 2017

Development of a standard solution for automation of control and supervision activities

In September 2017, the chairman Government of the Russian Federation Dmitry Medvedev approved an action plan ("roadmap") for the creation, development and commissioning of a standard cloud solution for automating information collection and processing processes by control and supervisory authorities (download to PDF). The plan for 2017-2019 is calculated.

According to the plan, in the fall of 2017, a regulation on a typical cloud solution and a standard for informatization of control and supervisory activities should be developed. The decision is planned to be put into operation by October 1, 2018, and the connection to the system of executive authorities of the constituent entities of the Russian Federation exercising regional state control is planned by August 1, 2019.

Act as executives on actions of the plan the Ministry of Digital Development, Communications and Mass Media and the Ministry of Economic Development.

Dmitry Medvedev approved a plan to create and commission a cloud solution for automating the activities of control and supervisory authorities "(photo source -" Altai Pravda ")

Earlier, in 2016, a prototype of a cloud solution was developed that provides automation of the main processes in the implementation of control and supervisory functions. This was evidenced by the materials to the subcommittee on the use of IT in the provision of state and municipal services dated December 27, 2016[1]. Scientific Research Institute Voskhod subordinated to the Ministry of Digital Development, Communications and Mass Media was engaged in development . Pilot testing of the prototype was planned for the first half of 2017.

For 2017, it was also planned: adapting the prototype of a standard cloud solution to the requirements of the standard for informatization of control and supervisory activities created in 2017, connecting a standard cloud solution to information sources through CMEV and conducting pilot operation in control and supervisory bodies.

Medvedev: we need to move from face-to-face checks to remote control methods

The Prime Minister added that it is necessary to coordinate actions with the Digital Economy program. This is especially true, in his opinion, for control and supervisory agencies. They should provide the means to digitalize their work within the existing resources.

The essence of the reform of control and supervisory activities

The priority program "Reform of control and supervisory activities" is included in the number of projects that are being implemented at the site of the Presidential Council for Strategic Development and Priority Projects. The passport of the priority program was approved at a meeting of the Presidium of the Council on December 21, 2016.

The program is implemented in 3 stages, at each of which it is planned to achieve concrete results on 8 projects[2]. This is a transition to a risk-oriented approach with a concentration of inspections where the risks to the safety of citizens are higher; creation of a system for assessing the effectiveness and effectiveness of control and supervisory activities; strengthening the prevention of disorders; systematization of mandatory requirements that inspectors check; improvement of personnel policy; countering corruption; informatization of state control, as well as improving the quality of supervision at the regional and municipal levels.

The reform program includes the creation of a unified information environment (UIS). The EIS KND should provide interfaces for all participants in the activity: regions, business, control and public control, the Ministry of Economic Development [3]
