2023: The number of business inspections has increased in Russia - up to 350 thousand.
In 2023, 350 thousand inspections of organizations were carried out in Russia, which is slightly more than a year earlier (339 thousand), but much less than it was in 2019 (1.5 million inspections). Such statistics at the end of January 2023 were cited by Deputy Prime Minister and Head of the Government Apparatus Dmitry Grigorenko.
According to him, quoted by Kommersant, about 50% of business inspections in 2023 fell on the private sector, almost a quarter (23%) - on control when putting buildings into operation, 20% - on social facilities, 7% - on state and municipal unitary enterprises.
InThe whole last [2023] year we devoted to the development of a risk-oriented approach, and we have the following results: if on average, according to regular checks, the efficiency is 52%, that is, every second check finds violations, that is, every second check was assigned correctly, then with a risk-oriented approach we have 89% efficiency. That is, we are talking about the fact that out of 10 inspections, 9 are carried out in the case, - said Grigorenko. |
According to the Ministry of Economic Development, there were 81 thousand scheduled inspections in 2023, 271 thousand unscheduled inspections. In accordance with the moratorium on inspections, planned ones are carried out only at high and emergency high-risk facilities (15% of all facilities), unscheduled ones - when the so-called risk indicators are triggered. The latter signal the control bodies about signs of possible violations at the facilities. The controller issues an order to the object of control to eliminate risks that may lead to violations of the law.
As noted in the Ministry of Economic Development, instead of inspections, the state tries to conduct preventive visits more often, which reduces the excessive administrative and financial burden on the objects of control, and also shifts the focus from fixing violations to their prevention. In 2023, the number of preventive visits exceeded the number of inspections by 3 times.[1]
