National Energy Conservation Union

National Intersectoral Union of Energy Conservation and Energy Efficiency Organizations ("National Union of Energy Saving") was created on the initiative of members of the Scientific and Expert Council under the working group of the Federation Council on monitoring the implementation of Federal Law No. 261-FZ of November 23, 2009 "On energy saving and on improving energy efficiency and on amending certain legislative acts of the Russian Federation" and preparing proposals for improving legislation in the field of energy saving and energy efficiency.

The constituent agreement of the National Union of Energy Saving was signed at the constituent meeting on April 25, 2011. On June 9, 2011, the National Union of Energy Saving was registered by the Ministry of Justice of the Russian Federation.

The founders of the National Union of Energy Saving were 16 legal entities of various profiles of activities that support the statutory goals and objectives of the National Union of Energy Saving. At the constituent meeting, it was decided that the "National Union of Energy Saving" is an organization open to new members.

The National Union of Energy Saving was created with the aim of promoting the implementation of the provisions of the Concept of Socio-Economic Development of Russia until 2035 and the Federal Law of November 23, 2009 No. 261 "On Energy Saving and on Improving Energy Efficiency and on Amending Certain Legislative Acts of the Russian Federation."

The National Union of Energy Saving is a voluntary, self-governing, membership-based all-Russian association of legal entities created on the basis of joint activities to protect the common interests of its members and achieve statutory goals.

The main goals of the National Union of Energy Saving:

• synthesis and unification of the best world and Russian experience, research and production potential, social movement and state approach in the field of energy saving. Creation of a single information field in various aspects of energy saving;
• organization of interaction between business entities, public associations and other members of the Union with the state through its legislative and executive bodies;
• advisory participation in the work of the scientific and expert council under the working group of the Federation Council on monitoring the implementation of legislation in the field of energy, energy conservation and energy efficiency;
• participation in the development of draft normative acts and amendments to the legislation of the Russian Federation;
• using innovative developments, proposals and experience of the Union members in preparing materials for the scientific and expert council;
• promoting the development of the Russian scientific and innovative sphere, the development of innovative entrepreneurship;
• expert study of innovative projects and programs;
• promotion of innovative projects, products and services offered by members of the Union;
• finding, analyzing and implementing the best energy saving technologies, supporting research and development in the field of energy saving and energy efficiency;
• organizing and conducting business events, exhibitions, seminars, presentations, round tables, meetings, etc., to promote an energy-efficient lifestyle;
• training and exchange of experience in energy conservation and energy efficiency;
• active participation in international programs and national projects related to the training of specialists and public education in the field of energy conservation and ecology, assistance in the introduction of foreign and Russian technologies in the Russian Federation;
• finding and engaging the best producers of technologies, goods and services that meet the ideas of energy and resource saving;
• Establishment of an information system for energy conservation and energy efficiency;
• working with financial institutions, including foreign ones, on the financing of energy saving programs of the Union and EUCs;
