Launch of "Smart Kyzyl" software complex into industrial operation
JSC "RuSat Infrastructure Solutions" (RIR, part of the ROSATOM State Corporation) on October 20, 2021 reported that, together with the Department of Urban Economy, the Kyzyl City Hall launched the Smart Kyzyl program complex into industrial operation. The project is aimed at creating a comfortable and safe digital environment for citizens and automating the management system of city resources and services. The key module "City Problems," which has become the driver of the project, was created so that residents with any problematic questions can contact a single digital window from anywhere, from a personal computer, laptop, mobile phone.
The technological software complex developed by RIR is interconnected software: the Smart City platform plus an integration platform for combining diverse data from the city's information systems, to provide universal integration interfaces.
The functionality of the system affects all areas of city life. Smart Kyzyl allows residents to report city problems, participate in polls or vote for city initiatives. The administration will see the appeals of residents, monitor the performance of tasks by public utilities, quickly learn statistics, receive information about the work of city services, educational and cultural institutions. Services are accessed both through the smartkyzyl.ru portal and through the mobile application for Android and iOS.
As of October 2021, the Smart Kyzyl software complex consists of 15 modules for residents of the city and municipality. Part of the modules is designed for open public use by citizens, providing information and household services. Including the possibility of operational communication between users, representatives of the administration and contracting organizations. For example, through feedback and voting services, citizens will be able to take part in the development of the city and accelerate the solution of urban problems.
Service modules allow you to receive online information about earthworks, the service area of management companies, municipal waste collection points, weather conditions, data from the housing and communal services GIS. The closed part is intended for official use by authorized employees in accordance with the areas of responsibility. In addition, the project has created an information panel of the head of the city, which reflects in real time the main information about the work of city services, the main problems and activities.
To build the operability of the RIR analytics modules, they started test problems, worked them out. After that, the Smart Kyzyl platform was integrated with the public services portal in terms of authorization. During the implementation phase, interfaces were set up to bring up-to-date information to the platform, which is equipped with a tool and a user interface for making and adjusting data in accordance with the rights granted to the authorized user, and responsible employees were trained.
The functionality of the system affects key areas of city life. The "Institutions" module is of a reference nature. "Voting" makes it possible to conduct open polls and votes for city initiatives. The Earthworks module saves you time to get the appropriate permissions. The interactive map shows all valid issued warrants, you can find out the timing of the work and those responsible for them, make sure that they are legal or complain about "illegal excavations." The owner of the works can obtain permission in one window - to upload the project documentation and obtain visas of the coordinating organizations directly on the portal, which eliminates the need to go to ten different organizations with documents. Thus, not only the customer of the work, but also the resource-supplying organizations save an order of magnitude. The module "Situation Center" is intended for centralized notification of all interested or responsible persons. The MSW module shows the locations of garbage cans, helps to evaluate the effectiveness of their placement schemes.

The project was implemented as part of the concluded municipal contract between the Department of Urban Economy of the Kyzyl City Hall and Digital Platforms and Smart City Solutions JSC, which is part of the RIR management loop.
Smart City Implementation Plans
On May 6, 2021, Rosatom announced plans to launch the Smart City system in the capital of the Republic of Tuva.
RuSat Infrastructure Solutions JSC (part of Rosatom State Corporation) will deploy Smart City technologies in Kyzyl (Republic of Tuva). In accordance with the contract concluded following the results of the municipal competition, the company will introduce various electronic services and modules in the city that will increase the quality of urban management, the speed of reaction to emergency situations, and create additional opportunities for the development of dialogue between residents and the authorities.
