2022: Cloud Placement
On August 9, 2022, RuSat Infrastructure Solutions JSC (RIR, part of Rosatom State Corporation) announced the deployment of Rosatom's Smart City platform in the cloud using the SaaS model. The application completed on the Rosatom.city Smart Cities website is processed within 24 hours, and the module is deployed automatically. The project allows the administration of any territorial entity to test the test module in action and join the "smart" cities of Rosatom without additional financial costs. We are talking about version 2.0, which has a convenient interface, ergonomic design and meets the current requirements for web products.
Technologically, the platform is a software and hardware complex with various services for residents and municipalities, combined by a single web resource. Some of them are closed (for official use), some are intended for public use. These are information and household services, including the possibility of communication between users, organizations and representatives of the municipality administration. It is this service - "Appeals" - that will now become available for all settlements of the Russian Federation from the Rosatom cloud. The RIR solution covers many areas of the set of elements of the "smart" city indicated in the methodological recommendations for the preparation of the regional project "Smart Cities" of the Ministry of Construction of Russia. Thus, any city can raise its IQ index.
To connect to the project, an authorized representative of the municipality administration must apply for connection, as a result, the base platform module will be provided free of charge.
RIR provides an opportunity for settlements that want to establish interaction with residents and increase the IQ index to join the "smart" cities of Rosatom. Cities that have such a desire but no budget can do so in minutes. Many cities have long been operating in the POS and Incident Management systems. Integration with these systems is optionally possible, which radically improves the work with citizens' appeals. The platform includes more than 60 services based on geo-information, which include blocks of urban management, smart housing and communal services, innovations for the urban environment, smart transport, etc. The "smart city" of Rosatom can be replicated within municipal districts, regions or the entire country.
As of August 9, 2022, more than 4 thousand employees of city administrations are regular users of platforms, and more than 50 thousand residents use electronic services every month. This is a 100% Russian product that takes into account import substitution requirements. The solution is deployed in Zheleznovodsk, Volgodonsk, Kurchatov, Sarov and more than 35 cities throughout the Russian Federation.
2021: Connecting seventeen cities
Seventeen cities of Rosatom's presence have connected to the Smart City platform. RIR (RuSat Infrastructure Solutions) announced this on February 9, 2021.
Additional "Smart Cities of Rosatom" were Desnogorsk (Smolensk Region), Balakovo (Saratov Region), Kurchatov (Kursk Region), Udomlya (Tver Region), Novovoronezh (Voronezh Region). The basic functionality of the system allows administrations to monitor the performance of tasks by public utilities, residents - to receive information about the work of city services, educational and cultural institutions, police stations, and deputies - to control the quality of work in their territories. In the future, the system can be developed by increasing modules, such as Transport, Tourism, Security, taking into account the needs of administrations and requests of city residents. A number of cities have already expressed interest in expanding the system; for February 2021, there is a discussion of specific parameters and configuration of additional modules. So, in December 2020, Snezhinsk (Chelyabinsk region) added 8 more service digital services to the basic version of the Smart City platform to synchronize the work of the main municipal services. Digitalization will allow employees of the city administration to get rid of the paper routine, give access to up-to-date data and analytics, and simplify the processes of managing the urban economy.
The decision to introduce the Smart City platform in the municipalities of nuclear cities was made in April 2020. According to Alexei Likhachev, Director General of Rosatom State Corporation, this step is dictated by the need to increase the efficiency of urban management in a difficult epidemiological situation. The project is being implemented by Rusatom Infrastructure Solutions (RIR), a division of Rosatom, a developer of digital solutions for urban management and territory development.
The Smart City platform developed by RIR has been operating in Sarov for the third year, it is among the best practices recommended by UN-Habitat, the United Nations human settlements program. As of February 2021, the Smart Sarov platform includes more than 40 digital services, their composition is constantly being updated. Thanks to the work of the platform, the time for performing work on citizens' appeals was reduced by four times, work on dispatching public transport - from two and a half days to an hour and a half, and the time for prompt response to accidents and failures in the work of utilities decreased from 30 to 3 minutes.

Rosatom asks for federal funding for smart cities projects in the regions
On September 11, 2020, it became known about Rosatom's proposal for federal financing of smart cities projects in the regions. So far, the digitalization of regions is taking place on the basis of several disparate initiatives and state programs.
According to Kommersant, during a closed meeting in Sarov on August 29, 2020, the head of RuSat Infrastructure Solutions JSC (RIR, part of Rosatom) Ksenia Sukhotina asked Deputy Prime Minister Dmitry Chernyshenko to consolidate federal funding for the development of smart cities within the framework of a single program. The Chernyshenko apparatus confirmed to the newspaper information about the proposal, but refrained from informative comments.
The publication notes that, according to market participants, the structures of Rosatom, which have already digitalized the closed city of Sarov and the resort Zheleznovodsk, may themselves be interested in the project. At the same time, RIR is just engaged in smart cities projects, and the meeting with the Deputy Prime Minister was preceded by a presentation on the implementation of the project in Sarov.
It is noted that it is extremely difficult for the regions to find money to introduce smart cities technologies: the funds are dispersed between disparate departmental and municipal programs. The actions of the authorities themselves are not coordinated either: the decision to finance a specific project of the department is made completely independently, regardless of the plans of colleagues.
Municipalities and regions allocate money for such services on a residual basis. In the absence of a budget, each company has to solve financing issues differently in each city, said Andrei Kolesnikov, director of the Internet of Things Association.
According to the sources of the publication, Rosatom itself does not claim to be the only supplier of solutions for "smart cities," but is interested in the project.[1]
Registration of a patent for "Smart City"
On July 9, 2020, Rosatom announced the registration of two digital products to Rospatent - the Integration Platform Software Complex and the Smart City Platform. The documents were issued by RuSat Information Solutions JSC, which is part of the state corporation.
The integration platform is designed to effectively combine diverse data and information systems of a city or region. The program sets a single standard for integrating information systems and is the main tool for implementing a systematic approach to digital transformation.
The program is being implemented as a single program complex that will ensure intersystem and interdepartmental interaction of all services, departments, organizations of the municipal and regional levels involved in the functioning of the infrastructure of the housing and communal services of the region, ensuring public safety, law and order and the safety of the habitat in the region or municipality. Such a platform by July 21, 2020 was launched on the territory of the Murmansk and Tomsk regions, the digital services included in it simplify the interaction between the administration, residents and business, Rosatom said.
The Smart City platform is designed to automate the processes of urban management, services provided to citizens, and implement an integrated approach to solving issues from the life of the city. It is aimed at implementing state policy in the field of development of the digital economy of the Russian Federation and covers all areas of the recommended set of smart city elements indicated in the methodological recommendations for the preparation of the regional project "Smart Cities" of the Ministry of Construction of the Russian Federation. This is a 100% Russian development, taking into account the requirements for information security and import substitution.[2]
Start of testing in the cities of Rosatom's presence
In "atomic" cities, the test operation of the Smart City digital platform developed by Rusat Infrastructure Solutions JSC (RIR, part of Rosatom State Corporation) has begun. The set of digital services that are used by the Smart City integration platform can vary. To bring it as close as possible to the needs of "atomic" cities, at the end of May, RIR, with the support of the Ministry of Construction Russia Innovation Center "" and the Skolkovo ZATO Atomic Association industries , held an online hackathon. It was attended by more than 190 people - developers, designers, students of the supporting universities of Rosatom and active residents of the "atomic" cities. The best solutions will be implemented on the Smart City platform and will bring real benefits to the cities of Rosatom's presence.

2018: Announcement of the platform "Smart City of Rosatom"

A feature of the Rosatom Smart City solution is the integration of all city services on one platform. They can be adapted to the needs of each particular municipality in order to ultimately achieve real cost reduction and resource savings. In addition, the introduction of the platform carries with it a social effect that is difficult to monetize, but which contributes to improving the quality of life of citizens.[3]
The unified open information system "Smart City" allows you to effectively manage the city infrastructure, provides people with additional services and opportunities. It automatically distributes questions and problems from residents by areas of responsibility: connects different city organizations with each other, sets tasks for performers, informs managers about this, monitors deadlines and feedback with the applicant, records the sequence of events. In addition, for citizens, the platform can act as an information resource and facilitates such daily activities as medical appointments, booking tickets, etc. In partnership with municipalities, both residents and the business community are involved in city management.
As of September 2018, the base platform "Smart City of Rosatom" is already used in Sarov. In the coming years, the project will be implemented in 27 "atomic" cities, and also, taking into account this experience, it can be effectively applied in other cities of the Russian Federation[4]
