Biography

2005-2024

In 2005, Pyotr Nikolaev graduated from Tomsk University of Control Systems and Radio Electronics with a degree in Information Protection Organization and Technology. He worked as a specialist in the information security department, a senior specialist in the informatization and data collection department of the Office of the Federal Tax Service of Russia for the Republic of Sakha, a leading specialist in the communications and informatization department of the Ministry of Transport, Communications and Informatization of the Republic.

From 2011 to 2021, he held various positions in the State Committee for Communications and Information Technologies, the Ministry of Communications and Information Technologies of Yakutia, the Administration of the head and government of the region. In March 2020, he took the post of Deputy Minister, and in November 2021 - the First Deputy Minister of Innovation, Digital Development and Infocommunication Technologies of the Republic. Since May 2024, he served as First Deputy Director of the Republican Center for Infocommunication Technologies.

2025: Appointment as ICT Minister of Yakutia

On October 17, 2025, Pyotr Nikolaev was appointed to the post of Minister of Innovation, Digital Development and Infocommunication Technologies of the Republic of Sakha (Yakutia). The corresponding decree was signed by the head of the region Aysen Nikolaev.

Earlier it was reported that the former Minister of Innovation of Yakutia Vasily Efimov was relieved of his post due to the transition to another job. According to TASS, he will head the Regional Development Corporation, which attracts investments and oversees the increase in the capitalization of republican companies, the development of innovations and the implementation of energy service contracts. In addition, First Deputy Efimov, Alexei Kopytov, resigned: he took over as Minister of Digital Development of the Rostov Region.[1]
