2023: Appointment as ICT Minister of Yakutia

In early October 2023, it was announced the appointment of Vasily Efimov as the new prime minister of innovation, digital development and infocommunication technologies in Yakutia. In this post, he replaced Anatoly Semenov, who headed the department since 2018. He moved to the position of Deputy Prime Minister of Yakutia.

As deputy chairman of the government, Semenov will oversee the block of innovation and creative industry, education development, which includes the Ministry of Innovation, the Ministry of Entrepreneurship, Trade and Tourism and the Ministry of Education and Science. 64 out of 65 deputies voted for his candidacy.^[1]

Aysen Nikolaev explained that the expansion of the functions of the corporation will unload the budget of the republic. The reorganization of public administration is aimed at improving the efficiency of spending funds. The head of the region expects to optimize the work of specialized structures.

It is planned to reduce several government agencies that have shown low performance. We are talking about the Agency for Attracting Investments and the Export Support Center. Aysen Nikolaev noted that these organizations did not perform very well. Their functions will be transferred to the Yakutia Development Corporation. The head of the region is confident that the new structure will be able to implement these tasks at a higher level. At the same time, the costs from the budget will be much less.

There is an agreement on personnel decisions on the appointment of Vasily Efimov to a new position. The official for a long time headed the Ministry of Innovation of the Republic. During this period, he oversaw the development of digital technologies and information and communication infrastructure. Experience in the ministry will become the basis for the implementation of new tasks in the corporation.^[2]
