2022: Use of electric scooters

Employees of the State Inspectorate for Real Estate, which is part of the Complex of Economic Policy and Property and Land Relations of the capital, from May 1 to October 31 will travel around the city and control the territory under their jurisdiction on electric scooters. This was reported by the State Inspectorate on April 27, 2022.

The measure was implemented as part of the Mobile Inspector project. As of April 2022, it is operating in a number of administrative districts of Moscow.

We estimated that the use of electric scooters allows specialists to save about three hours during the working day and thus increase the coverage of the study area. As of April 2022, the department uses 17 devices with the ability to monitor the route and condition of the scooter through a mobile application, "said Ivan Bobrov, head of the State Real Estate Inspectorate.

The State Inspectorate emphasized that when bypassing the territory, inspectors are as attentive and careful as possible in relation to pedestrians: they observe a safe distance, adjust speed depending on the situation and try to travel around large clusters of people.

Scooters as a means of transportation are used by inspectors to monitor the territories of the Central, Southern, Western, Northern, Eastern, South-Western, South-Eastern, North-Eastern and Zelenograd administrative districts of Moscow.

2021: Launch of the Mobile Inspector project in eight more districts of Moscow

On June 2, 2021 the moskovskayagosinspektion on the real estate reported about distribution of the Mobile Inspector project on eight administrative districts of the capital. The project was launched in pilot mode in May 2020 on the territory of the Central Administrative District and over the year proved its effectiveness, said Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

As part of the project, experts of the State Inspectorate for Real Estate use electric scooters, which allows them to quickly check more territories of the capital.

"Within the framework of the Mobile Inspector project, which was piloted last year, the specialists of the State Inspectorate for Real Estate managed to 10 times expand the coverage of the inspected territories and 30 times increase the number of objects examined in the Central Administrative District. After successful testing of the project, it was decided to scale it into another eight administrative districts of the capital. If the project recommends itself well, then we will extend it to all remaining districts, including TiNAO, "said the Deputy Mayor.

As of June 2021, the State Real Estate Inspectorate is the only one among the supervisory authorities of the Moscow Government that uses electric scooters in its work. At the same time, Russia already has a successful experience in using this type of transport by various structures: for example, a number of employees of the Ministry of Emergencies of the Russian Federation also patrol the capital's parks on electric scooters. In some Russian cities, a similar type of two-wheeled transport - electric scooters - is used in the work of the patrol and post police service.

During the survey of the city, experts of the State Inspectorate for Real Estate control the legality of the use of non-residential fund and land in Moscow, prevent and suppress violations of land legislation and protect the interests of the city in the field of property and land relations.
