Mishustin appointed Minpromtorg the founder of the All-Russian Research Institute of radio electronics

In mid-July 2021, Prime Minister Mikhail Mishustin signed an order that the Ministry of Industry and Trade appointed the founder of the All-Russian Research Institute of Radio Electronics. The document was prepared for the implementation of the corresponding decree of the President of the Russian Federation Vladimir Putin.

According to the order, the main goals of the institution's activities are scientific research, design and technological development and testing of prototypes of equipment, comprehensive research and development to increase the reliability of the electronic component base and the creation of a scientific and technical backbone in the field of electronic equipment and electronic component base.

The Ministry of Industry and Trade, together with the Federal Property Management Agency, was instructed not later than October 1, 2021 to conduct an inventory of property, and to complete the measures related to the reorganization no later than December 1, 2021.

The Ministry of Industry and Trade will also have to submit proposals for amending the acts of the Government of the Russian Federation within three months.

The document also says that the implementation of the order, as well as the costs of performing work, including the provision of subsidies in the execution of the state order, must be carried out within the budget allocations provided for by the Ministry of Industry and Trade, without allocating additional appropriations from the federal budget.

In July 2021, Mikhail Mishustin said that in the framework of the state program to support the microelectronics industry next year it is planned to allocate about 100 billion rubles.

In June 2021, the president Russia Vladimir Putin signed a decree on the creation of the All-Russian Research Institute of Radio Electronics. It will appear as a result of the transformation of the Mytishchi Research Institute of Radio Measuring Devices into. Moscow region

According to TASS, citing a document published on the official Internet portal of legal information, the reorganization is being carried out in order to ensure sustainable technological development and modernization of priority sectors of the Russian economy. With the same document, the institute is included in the list of strategic enterprises and strategic joint-stock companies.

The Mytishchi Research Institute of Radio Measuring Devices, as stated on the institute's website, is the leading research testing organization that performs the functions of research in the field of electronic component base, as well as scientific support and interdepartmental methodological coordination of work on the creation and implementation of research (testing) of electronic component base products.

By June 2021, 343 people work in the institution. The scientific potential of the organization is 34 employees, of which 6 have the degree of "Doctor of Sciences" and 28 - "Candidate of Sciences."

The main activities of the enterprise are developed in the following priority areas:

  • Software-targeted planning of ECB development for special, dual and civilian equipment.
  • Support and participation in R&D.
  • Support of ECB and REA development programs.
  • Application of ECU.
  • ECU and REA tests:
  • Regulation in the field of ECB and REA supplies.
  • Standardization in ECB.
  • Foreign economic activity, protection of the interests of the Russian electronic industry.
  • Creation and maintenance of ECU databases.
  • Ensuring the activity of assigning the status of equipment of Russian origin to electronic equipment.
  • Cataloging and licensing.
  • Organization and maintenance of reporting and image expositions of the DREP of the Ministry of Industry and Trade of Russia, holding industry events.
  • Consulting services within the company's competencies.[3]
